Project Title Comprehensive Marine Environmental Baseline Survey – Oceanographer Engagement

This Quotation Estimate is issued by DeepBlue Marine Research & Consulting Ltd. in response to the formal request for professional marine science services in Ghana Accra. The purpose of this document is to provide a detailed, transparent, and itemised cost breakdown for the engagement of a qualified Oceanographer and supporting technical team to conduct a comprehensive marine environmental baseline survey along the coastal waters of Ghana Accra. This Quotation Estimate covers all personnel, equipment, laboratory analysis, field operations, and reporting deliverables required to fulfil the scope of work outlined in the client's Terms of Reference dated 28 May 2025.

The Oceanographer engaged under this Quotation Estimate shall be responsible for the following activities within the Ghana Accra coastal and nearshore environment:

a) Conduct hydrographic and bathymetric surveys across a 120-kilometre stretch of the Ghana Accra coastline, from the Tarkwa estuary in the west to the Tema Harbour entrance in the east. The Oceanographer will deploy multibeam echo sounders, CTD (Conductivity, Temperature, Depth) profilers, and current meter arrays to establish baseline physical oceanographic parameters.

b) Perform water quality sampling at 45 designated stations, measuring parameters including dissolved oxygen, salinity, pH, turbidity, nutrient concentrations (nitrate, phosphate, silicate), heavy metals (lead, cadmium, mercury, arsenic), and hydrocarbon residues. All sampling protocols shall comply with the Ghana Standards Authority (GSA) guidelines and the West African Marine Pollution Control Authority (WAMPCA) regulations applicable to Ghana Accra.

c) Assess benthic (seafloor) ecosystems and sediment composition, including grain-size analysis, organic carbon content, and polycyclic aromatic hydrocarbon (PAH) profiling, to evaluate the ecological health of the Ghana Accra nearshore zone.

d) Model coastal hydrodynamics, wave climate, and sediment transport patterns specific to the Ghana Accra littoral environment using validated numerical models (Delft3D and MIKE 21).

e) Prepare a final technical report, GIS-based spatial data layers, and a public presentation summarising findings for the Ghana Environmental Protection Agency and relevant stakeholders in Ghana Accra.

Payment against this Quotation Estimate shall be made in three instalments: (i) 30% upon contract execution and commencement of the Oceanographer's mobilisation to Ghana Accra; (ii) 40% upon completion of all field data collection and delivery of preliminary findings; and (iii) 30% upon submission and acceptance of the final technical report. All payments shall be made in Ghana Cedis (GHS) via bank transfer to the account specified in the contract annexure.

  1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be revised to reflect changes in exchange rates, fuel costs, or equipment availability in Ghana Accra.
  2. The Oceanographer and all supporting personnel shall comply with all applicable laws and regulations of the Republic of Ghana, including the Environmental Protection Agency Act (Act 490), the Fisheries Act (Act 688), and the Ports and Harbours Authority requirements for operations in Ghana Accra waters.
  3. All data, reports, and intellectual property generated under this engagement shall become the property of the client upon full payment. The Oceanographer retains the right to publish peer-reviewed findings with prior written consent from the client.
  4. Force majeure events, including but not limited to severe weather, port closures, or government-mandated restrictions in Ghana Accra, shall extend the project timeline on a day-for-day basis without additional cost to either party.
  5. Any variation to the scope of work must be agreed in writing and shall be subject to a supplementary Quotation Estimate issued by DeepBlue Marine Research & Consulting Ltd.
  6. Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through mediation in Ghana Accra in accordance with the Alternative Dispute Resolution Act, 2010 (Act 798).

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Oceanographer and associated services in Ghana Accra.
