This Quotation Estimate is formally submitted by Marine Science & Environmental Consulting Group to PT Nusantara Marine Development for the engagement of a senior Oceanographer and supporting technical team to conduct a comprehensive marine environmental survey in the waters surrounding Indonesia Jakarta. The scope encompasses hydrographic mapping, water quality analysis, benthic habitat assessment, and ecological impact evaluation in preparation for the proposed coastal reclamation and port expansion project in the Teluk Jakarta region. This Quotation Estimate reflects all professional fees, equipment costs, travel, and logistical expenses required to deliver the full scope of oceanographic services within the specified timeline.
The Oceanographer and associated field team will perform the following activities in and around Indonesia Jakarta:
- Hydrographic and Bathymetric Survey: Multibeam echosounder mapping of a 12 km² area of Jakarta Bay to produce high-resolution seafloor topography data at 1:5,000 scale.
- Water Column Profiling: Conducting CTD (Conductivity, Temperature, Depth) casts at 24 stations across the survey area, including dissolved oxygen, turbidity, salinity, and pH measurements.
- Sediment Sampling and Analysis: Collection and laboratory analysis of 48 sediment cores for grain size distribution, heavy metal content, polycyclic aromatic hydrocarbons (PAHs), and organic matter content.
- Benthic and Pelagic Ecological Assessment: Visual transect surveys, plankton net tows, and fish population sampling to establish baseline biodiversity data for the Indonesia Jakarta coastal ecosystem.
- Current and Wave Measurement: Deployment of ADCP (Acoustic Doppler Current Profiler) and wave buoys for a 30-day monitoring period to characterize hydrodynamic conditions.
- Environmental Impact Assessment (EIA) Support: The Oceanographer will prepare technical chapters for the EIA document in compliance with Indonesian Ministry of Environment and Forestry (KLHK) regulations.

All amounts are stated in Indonesian Rupiah (IDR). The total Quotation Estimate amount of IDR 7,535,346,000 (Seven Billion Five Hundred Thirty-Five Million Three Hundred Forty-Six Thousand Rupiah) is inclusive of 11% Value Added Tax (PPN) as mandated by the Republic of Indonesia tax regulations.
The Oceanographer team will mobilize to Indonesia Jakarta within 14 days of contract execution. The total project duration is estimated at 16 weeks, broken down as follows: Weeks 1–2 for permitting and site reconnaissance; Weeks 3–8 for field data collection (hydrographic, water quality, sediment, and ecological surveys); Weeks 9–12 for laboratory analysis and data processing; Weeks 13–15 for report drafting and internal quality review; and Week 16 for final delivery and client presentation in Jakarta.
- This Quotation Estimate is valid for 30 calendar days from the date of issue. After the expiry date, all rates are subject to revision based on prevailing market conditions in Indonesia Jakarta.
- Payment terms: 30% advance payment upon contract signing; 40% upon completion of fieldwork; 30% upon delivery and acceptance of the final technical report.
- All payments shall be made via bank transfer to the account of Marine Science & Environmental Consulting Group, Bank Mandiri, Jakarta Branch, Account No. 137-00-2345678-9.
- The Oceanographer and field team shall comply with all applicable Indonesian environmental regulations, maritime safety codes, and local ordinances governing work in Jakarta Bay waters.
- Any change in scope beyond the parameters described in this Quotation Estimate shall be subject to a formal change order and additional cost assessment.
- Intellectual property rights to all raw data, processed datasets, and the final report shall transfer to the client upon full payment. The Oceanographer retains the right to publish anonymized scientific findings in peer-reviewed journals.
- Force majeure events, including but not limited to extreme weather, government-imposed maritime restrictions, or public health emergencies affecting Indonesia Jakarta, shall extend the project timeline proportionally without penalty to either party.
- This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
- Disputes arising from this engagement shall be resolved through arbitration in Jakarta, Indonesia, in accordance with the rules of the Indonesian National Board of Arbitration (BANI).
