This Quotation Estimate document is formally issued by Global Marine Sciences Advisory (GMSA) to the Nepal Oceanic & Climate Research Institute (NOCRI) located in Nepal Kathmandu. The purpose of this estimate is to provide a comprehensive, itemized financial breakdown for the engagement of a qualified Oceanographer to deliver specialized consulting, research, training, and data-analysis services. Although Nepal is a landlocked nation situated in the Himalayan region, the demand for expert Oceanographer knowledge in Nepal Kathmandu has grown significantly due to the country's vulnerability to Indian Ocean monsoon systems, sea-level rise impacts on downstream riverine ecosystems, and the increasing need for international climate collaboration. This Quotation Estimate reflects all professional fees, travel, equipment, and ancillary costs associated with the proposed engagement.
The Oceanographer engaged under this Quotation Estimate shall perform the following duties and deliverables within and in support of Nepal Kathmandu:
- Monsoon-Ocean Coupling Analysis: Conduct a 12-week research study examining the teleconnection between Indian Ocean Dipole (IOD) events and the South Asian monsoon patterns that directly affect precipitation, glacial melt, and river discharge across Nepal. All analytical reports and data visualizations will be delivered to NOCRI in Kathmandu.
- Climate Impact Modelling: Develop and calibrate ocean-atmosphere coupled climate models specific to the Himalayan basin, providing projections for sea-level rise effects on the Ganges-Brahmaputra-Meghna delta and downstream flood risk relevant to Nepal's water security planning in Kathmandu.
- Capacity Building and Training: Deliver a 5-day intensive workshop in Kathmandu for NOCRI staff and university faculty from Tribhuvan University and Kathmandu University, covering oceanographic instrumentation, satellite altimetry data interpretation, and ocean carbon cycle fundamentals.
- Instrumentation and Data Advisory: Advise NOCRI on the procurement, deployment, and maintenance of oceanographic sensor packages (CTD profilers, current meters, wave buoys) for potential deployment in the Bay of Bengal in coordination with Indian and Bangladeshi partner institutions, with all project management and reporting conducted from Kathmandu.
- International Collaboration Liaison: Serve as the designated Oceanographer representative for NOCRI in bilateral and multilateral forums (UNESCO-IOC, WMO, IPCC Working Group I), representing Nepal's oceanic and climate research interests from Kathmandu.
- Publication and Knowledge Transfer: Author a minimum of two peer-reviewed journal articles and one policy brief for the Government of Nepal's Ministry of Forests and Environment, all coordinated and finalized in Kathmandu.
