This Quotation Estimate has been prepared by Te Moana Marine Consulting Ltd. to provide the Auckland Regional Council with a comprehensive and itemised financial proposal for the engagement of a qualified Oceanographer to conduct a full-season oceanographic survey programme within the waters of New Zealand Auckland. The scope of this engagement encompasses hydrographic profiling, water quality monitoring, current and wave analysis, and ecological baseline assessment across the Waitematā Harbour and the broader Hauraki Gulf region. This document serves as a formal Quotation Estimate and does not constitute a binding contract until countersigned by both parties in accordance with the terms outlined in Section 7.
The Oceanographer engaged under this Quotation Estimate will deliver the following services within the New Zealand Auckland metropolitan marine environment:
- Hydrographic and Bathymetric Survey: Conduct multi-beam sonar surveys across 45 nautical miles of the Waitematā Harbour and Hauraki Gulf to produce updated depth models and seafloor characterisation maps for the Auckland Regional Council's coastal management database.
- Water Column Profiling: Deploy CTD (Conductivity, Temperature, Depth) rosettes and dissolved oxygen sensors at 32 designated stations to establish seasonal baselines for salinity, temperature, turbidity, and dissolved oxygen across the New Zealand Auckland marine zone.
- Current and Wave Analysis: Install and maintain ADCP (Acoustic Doppler Current Profiler) moorings and wave buoys for a continuous 12-month monitoring period to quantify tidal current regimes, storm surge patterns, and wave energy fluxes relevant to Auckland's coastal infrastructure planning.

The Oceanographer engagement under this Quotation Estimate is scheduled to commence on 1 August 2025 and conclude on 31 July 2026, aligning with the full seasonal cycle in New Zealand Auckland. Key milestones include: mobilisation and equipment calibration (August 2025), hydrographic survey completion (October 2025), water column and nutrient sampling (November 2025 – March 2026), ADCP data retrieval (July 2026), and final report delivery (30 September 2026).
- This Quotation Estimate assumes standard operating conditions in New Zealand Auckland waters. Force majeure events (cyclones, volcanic activity, or government-imposed marine closures) will be addressed via a change-order process.
- Costs for any additional survey stations beyond the 32 specified, or for any extended monitoring period beyond 12 months, are excluded and will be quoted separately.
- The Oceanographer team will operate in compliance with the New Zealand Maritime Rules, the Resource Management Act 1991, and Auckland Council's coastal plan requirements.
Payment against this Quotation Estimate shall be made in four instalments: 25% upon contract execution, 35% upon completion of the hydrographic survey phase, 25% upon completion of all field sampling, and 15% upon acceptance of the final technical report. All invoices are payable within 20 business days in New Zealand dollars to the bank account specified on the invoice.
- This Quotation Estimate is valid for 90 calendar days from the date of issue. After expiry, all rates are subject to revision.
- Te Moana Marine Consulting Ltd. reserves the right to decline this engagement if the Auckland Regional Council does not execute a formal contract within the validity period.
- All data, reports, and deliverables produced by the Oceanographer team become the intellectual property of the Auckland Regional Council upon full payment.
- Liability under this engagement is capped at the total value of this Quotation Estimate as set out in Section 3.
- Any disputes arising from this Quotation Estimate or the subsequent contract shall be resolved under the laws of New Zealand, with jurisdiction in the District Court of Auckland.
- Te Moana Marine Consulting Ltd. shall maintain all necessary marine operator licences, environmental permits, and insurance coverage throughout the duration of the Oceanographer engagement in New Zealand Auckland.
By signing below, the parties acknowledge and accept the terms, scope, and financial provisions set out in this Quotation Estimate for the engagement of an Oceanographer to deliver marine survey services in New Zealand Auckland.
