This Quotation Estimate is formally issued by the Marine & Coastal Sciences Institute (MCSI), headquartered in Pakistan Islamabad, in response to the written request received from the National Water & Power Development Authority (WAPDA) for the engagement of a qualified Oceanographer and associated marine research personnel. The Oceanographer team proposed under this estimate will deliver a full-cycle marine research programme spanning twelve (12) months, including field data collection, laboratory analysis, satellite remote sensing integration, and the preparation of a final technical report suitable for submission to the Pakistan Environmental Protection Agency (PEPA) and the Ministry of Climate Change.

- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period will require re-confirmation of pricing by MCSI, Islamabad.
- Payment shall be made in three (3) equal installments: 40% upon contract signing, 35% upon completion of the mid-term field campaign, and 25% upon delivery and acceptance of the final report.
- All oceanographic data, raw and processed, shall remain the intellectual property of the client (WAPDA) upon full payment. MCSI retains the right to publish anonymized findings in peer-reviewed journals with prior written consent.
- The Oceanographer team shall comply with all regulations set forth by the Pakistan Maritime Authority, the Sindh Coastal Protection Authority, and applicable federal environmental statutes.
- Force majeure events, including but not limited to monsoon-related operational suspensions, shall extend the project timeline proportionally without additional cost to the client.
- All administrative correspondence, progress meetings, and contractual amendments shall be conducted at the MCSI office, F-7/1, Jinnah Avenue, Pakistan Islamabad, or via mutually agreed electronic channels.
- This estimate does not include costs for environmental impact assessment (EIA) licensing, which shall be borne separately by the client.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms outlined herein for the engagement of the Oceanographer team and associated services as described. This document, once countersigned by both parties, shall constitute a binding service agreement governed by the laws of the Islamic Republic of Pakistan, with jurisdiction vested in the courts of Pakistan Islamabad.
