This Quotation Estimate is issued by DeepBlue Marine Technologies (Pvt.) Ltd. in response to the formal request for proposal (RFP No. NOC/2025/112) submitted by the National Oceanographic Commission for the procurement, installation, calibration, and annual maintenance of a comprehensive Oceanographer monitoring and data acquisition system to be deployed across the coastal waters of Pakistan Karachi. The scope of this Quotation Estimate encompasses all hardware, software, professional services, logistics, and post-installation support required to establish a fully operational oceanographic observation network in the Karachi region.
The proposed Oceanographer system is designed to monitor critical marine parameters including sea surface temperature, salinity, current velocity, wave height, turbidity, dissolved oxygen, and pH levels across a 120-kilometer stretch of the Pakistan Karachi coastline, extending from the Port of Karachi to the Indus Delta region. This Quotation Estimate covers the supply of all oceanographic instruments, the installation of buoys and fixed sensor arrays, integration with the NOC central data server, and a three-year maintenance contract.

Note: All prices in this Quotation Estimate are quoted in Pakistani Rupees (PKR) and are inclusive of all applicable import duties, customs levies, and transportation costs to the designated installation sites within Pakistan Karachi. Prices are valid for 30 calendar days from the date of issue. Any extension of validity must be confirmed in writing by both parties.
4.1 This Quotation Estimate is subject to the standard terms and conditions of DeepBlue Marine Technologies (Pvt.) Ltd. as appended hereto. 4.2 Payment terms: 30% advance upon acceptance of this Quotation Estimate, 40% upon delivery and installation of all Oceanographer equipment in Pakistan Karachi, and 30% upon successful commissioning and 30-day performance verification. 4.3 The Oceanographer system warranty is 24 months from the date of commissioning, covering all hardware components. 4.4 Any change in scope, additional Oceanographer instruments, or relocation of deployment sites within Pakistan Karachi shall be subject to a revised Quotation Estimate issued separately. 4.5 Disputes arising from this Quotation Estimate shall be resolved under the jurisdiction of the courts of Karachi, Sindh, Pakistan. 4.6 The client acknowledges that marine conditions in the Pakistan Karachi coastal zone, including monsoon-season wave action, may necessitate temporary retrieval and redeployment of buoy-based Oceanographer units, which is included in the maintenance contract.
Upon receipt of the advance payment and formal purchase order, the complete Oceanographer system shall be delivered to the Port of Karachi within 10 weeks. Installation, calibration, and commissioning in the Pakistan Karachi coastal zone shall be completed within 6 weeks of delivery, subject to favorable marine weather conditions. The full system shall be operational and transmitting data to the NOC Karachi central server within 16 weeks of the purchase order date.
