This Quotation Estimate is submitted by Marine Science & Environmental Consulting Group W.L.L. (hereinafter referred to as "the Consultant") in response to the request for professional Oceanographer services to be deployed in Doha, Qatar. The scope encompasses a comprehensive oceanographic assessment of the coastal waters surrounding North Doha Bay and the Al Wakrah coastline, including bathymetric mapping, water quality sampling, current and tidal analysis, and ecological impact evaluation. All services described in this Quotation Estimate shall be performed in strict accordance with the Qatar National Vision 2030 environmental sustainability objectives and the regulatory frameworks established by the Qatar Environment & Energy Agency.
The Oceanographer engagement outlined in this Quotation Estimate includes the following deliverables and activities to be executed within the Doha metropolitan coastal zone:
- Bathymetric and Topographic Survey: Deployment of multibeam echosounder equipment and single-beam sonar units along a 42-kilometre stretch of coastline from Ras Abu Aboud to the Al Wakrah industrial port area. The Oceanographer will oversee data acquisition, processing, and the production of navigational-grade depth charts compliant with International Hydrographic Organization (IHO) standards.
- Hydrographic and Tidal Analysis: Installation and monitoring of automated tide gauges and current meters at six (6) designated stations across Doha Bay. The Oceanographer will conduct a minimum 90-day continuous monitoring period to establish reliable tidal harmonic constants and current velocity profiles for the Doha coastal sector.
- Water Quality and Chemical Sampling: Collection and laboratory analysis of 240 water samples across 12 stations, measuring parameters including dissolved oxygen, salinity, pH, turbidity, heavy metals (lead, mercury, cadmium), hydrocarbons, and nutrient concentrations (nitrates, phosphates). All sampling will follow the Qatar Standard Specification for Marine Environmental Monitoring (QSS-MEM-2023).
- Marine Ecological Assessment: Benthic habitat surveys, plankton sampling, and identification of protected species within the Doha coastal ecosystem. The Oceanographer will prepare a biodiversity index report and assess the impact of ongoing coastal development projects on local marine fauna.
- Climate and Sea-Level Monitoring: Establishment of a baseline sea-level record for the Doha coastline, incorporating satellite altimetry data and in-situ measurements to support Qatar's national climate adaptation strategy.

Payment for the services described in this Quotation Estimate shall be made in the following instalments, all denominated in Qatari Riyal (QAR):
- Advance Payment (30%): QAR 970,515 – Due within 14 working days of contract signature and issuance of a valid Qatar commercial registration endorsement.
- Progress Payment 1 (25%): QAR 808,762 – Due upon completion and acceptance of the bathymetric survey and hydrographic monitoring phase (Month 3).
- Progress Payment 2 (25%): QAR 808,762 – Due upon completion and acceptance of water quality analysis and ecological assessment deliverables (Month 5).
- Final Payment (20%): QAR 647,013 – Due upon submission and formal acceptance of the final comprehensive Oceanographer report, all data sets, and project close-out documentation (Month 6).
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates and availability of the Oceanographer team are subject to revision.
- All Oceanographer personnel engaged under this Quotation Estimate shall hold valid Qatar work permits, civil ID cards, and any necessary marine operations certifications issued by the relevant Qatari authorities.
- The Consultant shall comply with all applicable laws of the State of Qatar, including the Qatar Environment & Energy Agency regulations, the Ministry of Municipality coastal zone guidelines, and the Qatar Standard Specifications for marine environmental work.
- Intellectual property rights in all data, reports, and deliverables produced by the Oceanographer team shall vest in the Client upon full payment. The Consultant retains the right to anonymised data for academic publication with prior written consent.
- Force majeure events, including but not limited to extreme weather conditions affecting Doha Bay operations, shall extend the project timeline on a day-for-day basis without penalty to either party.
- Any dispute arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration in Doha, Qatar, in accordance with the rules of the Qatar International Arbitration Centre (QIAC).
- This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties in writing.
By signing below, the Client acknowledges receipt of this Quotation Estimate for Oceanographer services in Doha, Qatar, and agrees to the terms, conditions, and pricing outlined herein. This acceptance shall serve as the basis for the preparation of a formal service contract.
