This Quotation Estimate is issued by the Arctic Marine Research Consortium in response to the formal request for professional Oceanographer services to be deployed and executed within the jurisdiction of Russia Saint Petersburg and its surrounding maritime territories, including the Gulf of Finland and the adjacent Baltic Sea sectors. The Oceanographer engaged under this Quotation Estimate shall provide the following professional services in and around Russia Saint Petersburg:

- Perform water quality sampling and laboratory analysis at no fewer than twelve (12) designated monitoring stations along the Saint Petersburg waterfront and the Leningrad Oblast coastline.
- Deploy and operate CTD (Conductivity, Temperature, Depth) profilers, ADCP (Acoustic Doppler Current Profiler) arrays, and sediment coring equipment for a minimum of forty-five (45) field days.
- Prepare a comprehensive oceanographic report detailing seasonal variability, sediment transport patterns, and ecological indicators specific to the Saint Petersburg maritime environment.
- Provide on-site technical supervision and data validation for a period of three (3) months commencing from the date of contract execution.
- Deliver a final peer-reviewed publication summarizing findings, suitable for submission to the Russian Academy of Sciences and international oceanographic journals.

1. This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Any acceptance beyond this period shall require a revised quotation reflecting current market rates for Oceanographer services in Russia Saint Petersburg.
2. Payment terms: 30% advance payment upon contract signing, 40% upon completion of fieldwork, and 30% upon delivery and acceptance of the final oceanographic report. All payments shall be made in Russian Rubles via bank transfer to the account specified in the contract.
3. The Oceanographer team shall comply with all applicable Russian federal and regional environmental regulations, including those issued by the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) and the Saint Petersburg City Administration.
4. All data collected during the engagement shall remain the intellectual property of the client, Northern Sea Research Institute, unless otherwise agreed in writing. The Oceanographer retains the right to use anonymized data for academic publication with prior written consent.
5. Force majeure: In the event of adverse weather conditions, ice formation in the Gulf of Finland, or government-issued restrictions on maritime activity in the Russia Saint Petersburg region, fieldwork timelines may be extended without penalty to either party.
6. This Quotation Estimate does not constitute a binding contract. A formal service agreement shall be executed by both parties prior to the commencement of any work. All terms herein are subject to the final contract documentation.
7. Disputes arising from this estimate or the subsequent contract shall be resolved through arbitration in Saint Petersburg, Russia, in accordance with the rules of the Arbitration Court of Saint Petersburg and Leningrad Oblast.
