1. Executive Summary

This Quotation Estimate is formally submitted by Marine Science & Environmental Solutions Ltd. to provide the services of a senior Oceanographer and supporting marine research team for a comprehensive coastal and marine environmental assessment programme. Although the project coordination and administrative headquarters are located in Saudi Arabia Riyadh, the fieldwork will be conducted along the Kingdom's Red Sea and Persian Gulf coastlines, with all data processing, reporting, and stakeholder presentations managed from our dedicated Saudi Arabia Riyadh operations centre. This Quotation Estimate covers a twelve-month engagement period commencing upon contract execution.

2. Scope of Work – Oceanographer Services

The appointed Oceanographer will deliver the following professional services in support of the Kingdom's marine environmental strategy:

  • Marine Hydrographic Surveys: Conduct bathymetric and topographic surveys along 200 km of the Red Sea coastline near Jeddah and the Persian Gulf near Dammam, producing high-resolution seafloor maps for port expansion planning.
  • Water Quality Monitoring: Deploy and maintain a network of 45 automated monitoring buoys to track salinity, dissolved oxygen, turbidity, temperature, and nutrient concentrations on a continuous basis.
  • Marine Biodiversity Assessment: Perform quarterly transect surveys of coral reef health, seagrass meadow coverage, and fish population density in designated Marine Protected Areas.
  • Coastal Erosion & Sediment Transport Modelling: Develop and calibrate numerical models (Delft3D, MIKE 21) to predict long-term shoreline evolution and inform coastal defence infrastructure design.
  • Desalination Intake & Outfall Environmental Impact Assessment: Evaluate the ecological impact of thermal and chemical discharges from three existing desalination plants and propose mitigation measures.
  • Marine Spatial Planning Support: Provide the Oceanographer's technical input into the Kingdom's National Marine Spatial Plan, including zoning recommendations for aquaculture, shipping lanes, and renewable energy installations.
  • Reporting & Stakeholder Engagement: Produce monthly progress reports, a comprehensive annual technical report, and present findings to the Saudi Arabia Riyadh policy committee no fewer than four times per year.

All prices are quoted in Saudi Riyals (SAR). Exchange rate reference: 1 USD = 3.75 SAR. This Quotation Estimate is exclusive of any applicable customs duties on imported marine instrumentation.

4. Payment Terms

  • Advance Payment: 25% upon signed contract and issuance of Purchase Order.
  • Progress Payments: 60% disbursed in four equal quarterly instalments, each subject to acceptance of the quarterly progress report by the Saudi Arabia Riyadh project committee.
  • Final Payment: 15% upon delivery and acceptance of the comprehensive Annual Technical Report and all raw datasets.
  • Payment shall be made via bank transfer to the account of Marine Science & Environmental Solutions Ltd., Al Rajhi Bank, Saudi Arabia Riyadh branch, within 30 days of invoice date.

5. Terms & Conditions

  1. This Quotation Estimate is valid for sixty (60) calendar days from the date of issue. Beyond this period, pricing may be revised to reflect changes in fuel costs, exchange rates, or equipment availability.
  2. The Oceanographer and all supporting personnel shall comply with all applicable laws and regulations of the Kingdom of Saudi Arabia, including the Saudi Environmental Protection Law, the Marine and Coastal Protection Regulations, and the National Data Protection Authority (NDPA) guidelines for handling sensitive geospatial data.
  3. All data, reports, and intellectual property generated under this engagement shall become the property of the contracting authority upon full payment. The Oceanographer retains the right to publish anonymised scientific findings in peer-reviewed journals with prior written consent.
  4. Force majeure events, including but not limited to severe marine weather, government-imposed travel restrictions, or pandemic-related disruptions, shall extend the project timeline on a day-for-day basis without penalty to either party.
  5. Disputes arising from this Quotation Estimate and the resulting contract shall be resolved through arbitration in Saudi Arabia Riyadh in accordance with the rules of the Saudi Center for Commercial Arbitration (SCCA).
  6. Marine Science & Environmental Solutions Ltd. shall maintain professional indemnity insurance of not less than SAR 5,000,000 and marine liability insurance for all vessels and equipment used in the performance of this contract.

6. Acceptance & Authorisation

By signing below, the contracting authority acknowledges receipt of this Quotation Estimate and agrees to the scope of work, pricing, and terms set forth herein. The Oceanographer engagement shall commence within fifteen (15) business days of the effective contract date.
