This Quotation Estimate is issued by Marine Science & Oceanographic Consulting (Pty) Ltd in response to the formal request for professional services from the Western Cape Department of Environmental Affairs. The purpose of this document is to provide a comprehensive, itemised financial estimate for the engagement of a qualified Oceanographer to conduct marine environmental assessments, hydrographic surveys, and ecological monitoring activities within the coastal and offshore waters surrounding South Africa Cape Town. This Quotation Estimate covers all professional fees, equipment usage, fieldwork logistics, laboratory analysis, and reporting deliverables associated with the project scope outlined below.
The engaged Oceanographer shall perform the following duties and deliverables as part of this project, all conducted within the jurisdictional waters of South Africa Cape Town and its surrounding marine environment:
- Hydrographic and Bathymetric Survey: Conduct a full multibeam echosounder survey of Table Bay and the adjacent False Bay coastline, producing high-resolution bathymetric maps at a scale of 1:25,000. The Oceanographer will interpret seafloor morphology, sediment distribution, and current patterns specific to the Cape Town marine corridor.
- Water Quality Monitoring Programme: Deploy and retrieve CTD (Conductivity, Temperature, Depth) rosette samplers at 24 designated stations across the Cape Town coastal zone over a period of six (6) months. The Oceanographer will analyse parameters including dissolved oxygen, salinity, turbidity, pH, nutrient concentrations (nitrate, phosphate, silicate), and chlorophyll-a levels.
- Marine Ecological Assessment: Perform benthic and pelagic biodiversity surveys in collaboration with local marine biologists. The Oceanographer will assess the health of kelp forest ecosystems, seagrass meadows, and coral communities found along the Cape Town shoreline, with particular attention to the impact of urban runoff and shipping traffic.
- Current and Wave Modelling: Develop and calibrate a numerical hydrodynamic model of the Cape Town coastal zone using observed data. The Oceanographer will produce predictions of tidal currents, storm surge scenarios, and long-term wave climate trends relevant to coastal infrastructure planning in South Africa Cape Town.
- Environmental Impact Assessment (EIA) Support: Provide the Oceanographer's expert technical input into the EIA process for the proposed harbour expansion project at the Port of Cape Town, including baseline data compilation, impact prediction, and mitigation strategy recommendations.
- Final Technical Report: Compile and submit a comprehensive 150-page technical report in English, including all raw data, processed datasets, GIS layers, model outputs, and the Oceanographer's professional conclusions and recommendations for the South Africa Cape Town marine environment.
