This Quotation Estimate is issued by Blue Horizon Oceanographic Research Ltd. in response to the formal request for professional marine and oceanographic services to be conducted in and around Sri Lanka Colombo. The scope of work encompasses the engagement of a senior Oceanographer to carry out comprehensive marine environmental assessments, hydrographic surveys, and coastal water quality monitoring along the Colombo Harbour and the adjacent Bay of Bengal coastline.
The Oceanographer engaged under this Quotation Estimate will be responsible for designing and executing a multi-phase field programme that includes bathymetric mapping, current and wave profiling, sediment sampling, and biological diversity surveys. All data collection and analysis will be conducted in strict compliance with the regulations set forth by the Department of Fisheries and Aquatic Resources of Sri Lanka and the Environmental Protection Agency (EPA) of Sri Lanka. The primary objective is to provide the Sri Lanka Ports Authority with actionable scientific data to support the expansion of the Colombo Port City development project and to ensure long-term ecological sustainability of the marine environment in Sri Lanka Colombo.

- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Any acceptance beyond this period will require revalidation of all rates and availability of the Oceanographer and support team.
- Payment shall be made in Sri Lankan Rupees (LKR) via bank transfer to the account of Blue Horizon Oceanographic Research Ltd. A 30% advance payment is due upon signing of the service agreement, 40% upon completion of all fieldwork phases, and the remaining 30% upon delivery and acceptance of the final technical report.
- All work will be performed in and around Sri Lanka Colombo, including the Colombo Harbour, the outer anchorage, the Kalpitiya coast, and the Galle Face Green marine zone, as specified in the approved work plan.
- The Oceanographer and all field personnel shall comply with all applicable Sri Lankan maritime, environmental, and occupational health and safety regulations. Any additional permits or clearances required by local authorities in Sri Lanka Colombo shall be coordinated by Blue Horizon at no extra cost to the client.
- Intellectual property and all raw data generated under this engagement shall remain the exclusive property of the Sri Lanka Ports Authority. Blue Horizon and the Oceanographer shall not publish or disseminate any findings without prior written consent.
- Force majeure events, including but not limited to cyclones, monsoon-related weather disruptions, or government-imposed maritime restrictions in Sri Lanka Colombo, shall extend the project timeline on a day-for-day basis without penalty to either party.
- This Quotation Estimate does not constitute a binding contract. A formal Service Agreement must be executed by both parties before any work commences.
- Any disputes arising from this engagement shall be resolved through arbitration in Colombo, Sri Lanka, in accordance with the Arbitration Act of Sri Lanka.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the scope, pricing, and terms outlined herein for the engagement of the Oceanographer and associated marine services in Sri Lanka Colombo.
