Meridian Scientific Consulting Ltd. is pleased to submit this Quotation Estimate for the engagement of a senior Oceanographer to support the Marine and Aquatic Ecosystem Data Analysis Programme at Ankara University. This Quotation Estimate has been specifically prepared for deployment and operational use in Turkey Ankara, where the Oceanographer will be based at the Faculty of Natural and Applied Sciences campus for the duration of the contracted period.
The Oceanographer, whose full professional profile and credentials are attached as Appendix A to this Quotation Estimate, will provide expert-level consultancy, data interpretation, and methodological guidance in the fields of physical oceanography, chemical oceanography, and biological oceanography. Although Ankara is a landlocked capital city, the Oceanographer's role in Turkey Ankara is critical for the university's ongoing research partnerships with the Turkish Naval Forces, the General Directorate of Coastal Management (Sahil Güvenlik Komutanlığı), and the Mediterranean and Black Sea marine research stations. The Oceanographer will process, model, and interpret oceanographic datasets collected from coastal and deep-sea expeditions, producing analytical reports and peer-reviewed publications for the institution.
The scope of work encompasses the following deliverables over a twelve-month engagement period:
- Full-time on-site presence in Turkey Ankara for a minimum of 40 hours per week, Monday through Friday.
- Development and maintenance of numerical ocean circulation models (ROMS, NEMO) tailored to the Black Sea, Mediterranean, and Aegean basins.
- Supervision of a team of four graduate research assistants in oceanographic data collection and laboratory analysis.
- Preparation of quarterly progress reports and an annual comprehensive research report for the university board.
- Participation in at least two international oceanographic conferences per year, representing the institution.
- Mentorship and training sessions for undergraduate students in the Department of Marine Sciences.

Payment for this Quotation Estimate shall be made in three equal installments, each due within 30 days of the invoice date:
- First Installment (33.33%): Due upon contract execution and commencement of the Oceanographer's assignment in Turkey Ankara.
- Second Installment (33.33%): Due at the midpoint of the engagement (Month 6), subject to satisfactory interim performance review.
- Third Installment (33.34%): Due upon completion of the final deliverables and submission of the annual research report.
All payments shall be made via bank transfer to the account of Meridian Scientific Consulting Ltd. at Ziraat Bankası, Ankara branch. The Oceanographer's professional fee component is subject to the applicable withholding tax (stopaj vergisi) as governed by the Turkish Revenue Administration (Gelir İdaresi Başkanlığı).
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, all rates and availability of the Oceanographer are subject to reconfirmation.
- The Oceanographer shall comply with all applicable Turkish labor regulations, data protection laws (KVKK – Kişisel Verilerin Korunması Kanunu), and academic integrity policies of Ankara University.
- Any change in the scope of work, extension of the engagement period, or modification of deliverables must be agreed upon in writing by both parties and will be reflected in a supplementary Quotation Estimate.
- Meridian Scientific Consulting Ltd. reserves the right to substitute the Oceanographer with a professional of equivalent or superior qualifications, subject to prior written approval by the client.
- All intellectual property, data, and publications generated during the engagement in Turkey Ankara shall be jointly owned by Meridian Scientific Consulting Ltd. and Ankara University, as stipulated in the separate Intellectual Property Agreement.
- In the event of force majeure (including but not limited to natural disasters, government-mandated closures, or international sanctions), either party may suspend obligations without penalty, provided written notice is given within 72 hours.
- Disputes arising from this Quotation Estimate shall be resolved through arbitration in Ankara, Turkey, in accordance with the rules of the Istanbul Arbitration Centre (ISTAC).
- This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and financial obligations outlined herein for the engagement of the Oceanographer in Turkey Ankara.
