The primary Oceanographer engaged under this Quotation Estimate shall hold a minimum of a Doctorate in Oceanography or Marine Science with no fewer than fifteen (15) years of field experience. The Oceanographer will be responsible for the following deliverables within the Turkey Istanbul operational zone:

• Design and execution of a 12-month hydrographic and oceanographic survey programme covering the Bosphorus Strait and Sea of Marmara.
• Deployment and retrieval of CTD (Conductivity, Temperature, Depth) profilers, ADCP (Acoustic Doppler Current Profiler) arrays, and multi-beam echo sounders.
• Monthly water quality sampling and laboratory analysis for dissolved oxygen, salinity, turbidity, nutrient loading, and trace metal concentrations.
• Assessment of thermal layering, density-driven circulation patterns, and seasonal stratification specific to the Turkey Istanbul marine corridor.
• Preparation of quarterly technical reports and a final comprehensive oceanographic atlas for the project area.
• Advisory consultations with municipal and national regulatory bodies regarding marine spatial planning in Istanbul.

In accordance with the terms of this Quotation Estimate, payment shall be structured as follows:

• Monthly Progress Payments: 60% of the total contract value shall be invoiced monthly in arrears, subject to delivery of the corresponding monthly progress report by the Oceanographer.
• 15% Final Payment: Due within thirty (30) days of acceptance of the final oceanographic atlas and project close-out report.

1. This Quotation Estimate is valid for a period of ninety (90) days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Turkey Istanbul.
2. The Oceanographer and all supporting personnel shall comply with all applicable Turkish maritime regulations, environmental protection laws, and Istanbul municipal port authority directives.
3. All data collected during the survey shall remain the intellectual property of the Black Sea Coastal Development Authority. The Oceanographer grants a non-exclusive, royalty-free license for academic publication with prior written consent.
4. Force majeure events, including but not limited to severe weather conditions in the Bosphorus Strait, seismic activity, or government-imposed maritime restrictions, shall extend the project timeline on a day-for-day basis without additional cost.
5. Any scope changes exceeding 10% of the original Quotation Estimate value shall require a formal change order signed by both parties.
6. Disputes arising from this Quotation Estimate shall be resolved through arbitration in Istanbul, Turkey, in accordance with the rules of the Istanbul Arbitration Centre (ISTAC).
7. The Oceanographer shall maintain professional indemnity insurance with a minimum coverage of 5,000,000 TRY throughout the duration of the engagement.
