This Quotation Estimate is issued by Meridian Oceanographic Consultancy Ltd. in response to the formal request for professional Oceanographer services submitted by the North West Marine Infrastructure Authority. The scope of work described herein pertains to a multi-phase oceanographic and hydrographic assessment programme to be conducted in and around the United Kingdom Manchester metropolitan area, with particular focus on the Manchester Ship Canal, the River Irwell, and the broader tidal and estuarine systems connecting the city to the Irish Sea and the North Sea.

The Oceanographer engaged under this Quotation Estimate shall provide the following professional services, all to be delivered in accordance with the standards set by the Institution of Civil Engineers (ICE) and the Royal Institution of Naval Architects (RINA):
Phase 1: Hydrographic Survey and Data Collection
Deployment of multibeam echosounders and single-beam depth sounders along a 14.2-kilometre stretch of the Manchester Ship Canal. Collection of water quality samples (salinity, turbidity, dissolved oxygen, pH, and temperature) at 22 designated monitoring stations. This phase will require the Oceanographer to conduct fieldwork over a period of six (6) working days, including travel time from the Manchester office to each survey location.
Phase 2: Sediment and Morphological Analysis
Core sampling and laboratory analysis of benthic sediments to assess erosion and accretion patterns. Phase 4: Final Reporting and Advisory Presentation

This Quotation Estimate assumes that the Authority will provide timely access to all survey locations along the Manchester Ship Canal and associated waterways. The Oceanographer will not be responsible for delays caused by adverse weather conditions exceeding three consecutive working days, third-party access restrictions, or force majeure events. Costs associated with any remedial engineering works, environmental remediation, or statutory consents are explicitly excluded from this estimate. All work will be conducted in full compliance with the Environmental Protection Act 1990, the Water Resources Act 1991, and relevant Environment Agency (England) regulations applicable to the United Kingdom Manchester region.
Note: This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Should the Authority require an extension of validity, a written request must be submitted to the undersigned Oceanographer no later than five (5) working days prior to the expiry date. Rates are subject to review if the project is not commenced within the validity period.Payment shall be made in four (4) instalments aligned to project milestones: 25% upon execution of the contract, 25% upon completion of Phase 1, 25% upon completion of Phase 3, and the remaining 25% upon delivery and acceptance of the final report. All invoices are payable within thirty (30) days of the invoice date by bank transfer to the account details provided. Late payments will attract interest at a rate of 4% above the Bank of England base rate, in accordance with the Late Payment of Commercial Debts (Interest) Act 1998.
6.1 This Quotation Estimate constitutes a formal offer and, upon written acceptance by the Authority, shall form the basis of a binding professional services contract between the parties.
6.2 The Oceanographer warrants that all services will be performed with reasonable skill and care, in accordance with the prevailing standards of the oceanographic profession in the United Kingdom.
6.3 All intellectual property, data, models, and reports generated under this engagement shall become the property of the Authority upon full payment. The Oceanographer retains the right to reference the project in professional portfolios and academic publications, subject to a thirty-day prior notice to the Authority.
6.4 The governing law for this Quotation Estimate and any resulting contract shall be the law of England and Wales. Any disputes shall be resolved by arbitration in Manchester, United Kingdom, in accordance with the rules of the London Court of International Arbitration (LCIA).
6.5 The Oceanographer carries professional indemnity insurance of no less than £5,000,000 per claim, with a certificate available upon request.
