This Quotation Estimate is prepared to provide comprehensive Paramedic emergency medical response services for the city of Ethiopia Addis Ababa. The proposed engagement covers the deployment, operation, and maintenance of fully equipped Paramedic units across all eleven sub-cities of Addis Ababa, ensuring a response time of no more than eight (8) minutes from the point of emergency call to on-scene arrival. The Paramedic services outlined herein are designed to meet the standards set by the Ethiopian Federal Ministry of Health and align with the Addis Ababa City Health Bureau's strategic emergency medical plan for 2025–2027.
The Paramedic team will consist of certified Paramedics holding valid Ethiopian Paramedic Practice Licenses, each with a minimum of three years of field experience in pre-hospital emergency care. All Paramedic personnel will undergo quarterly refresher training in advanced cardiac life support (ACLS), pediatric emergency care, trauma management, and hazardous materials response. The Paramedic units will be stationed at strategically located bases in Bole, Kirkos, Yeka, Arada, Gullele, Kolfe Keranio, Lideta, Nifas Silk-Lafto, Akaki Kality, Addis Ketema, and Addis Zuria sub-cities to ensure full geographic coverage of Ethiopia Addis Ababa.

- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, pricing may be subject to revision based on fuel cost fluctuations and regulatory changes in Ethiopia Addis Ababa.
- Payment terms: 40% advance payment upon contract signing, 30% upon successful deployment of all Paramedic units, and the remaining 30% payable in equal monthly installments over the contract period.
- The contract period is twelve (12) months, renewable upon mutual written agreement. Either party may terminate with sixty (60) days written notice.
- Highland Emergency Medical Services PLC shall maintain full professional indemnity insurance and vehicle third-party liability insurance for all Paramedic operations within Ethiopia Addis Ababa.
- All Paramedic personnel shall comply with the Ethiopian Health Professions Council regulations and the Addis Ababa City Health Bureau operational protocols.
- Performance metrics (response time, patient outcomes, call completion rate) shall be reviewed monthly. Failure to meet the 8-minute response benchmark for three consecutive months shall trigger a corrective action plan.
- Force majeure events, including but not limited to civil unrest, natural disasters, or government-mandated lockdowns in Ethiopia Addis Ababa, shall be addressed through mutual consultation without penalty to either party.
