This Quotation Estimate is issued in response to the formal request for professional Petroleum Engineer consultancy services to be deployed and executed within the operational boundaries of Afghanistan Kabul. The scope encompasses the full spectrum of subsurface evaluation, reservoir characterization, production optimization, and well integrity assessment for the client's active and planned hydrocarbon assets situated in and around the Kabul metropolitan and surrounding geological formations.
The assigned Petroleum Engineer shall possess a minimum of fifteen (15) years of progressive experience in onshore and offshore reservoir engineering, with demonstrated competency in unconventional resource assessment, enhanced oil recovery (EOR) methodology, and real-time production data analytics. The engineer will operate under the direct technical supervision of the client's Kabul-based project management office and will report bi-weekly to the Director of Technical Operations.
All deliverables, technical reports, and field assessments produced under this Quotation Estimate shall conform to the International Association of Petroleum Engineers (SPE) standards and the applicable regulatory frameworks established by the Afghanistan Ministry of Mines and Petroleum. The Petroleum Engineer is further required to conduct on-site inspections at the client's drilling and production facilities located in the Kabul region, including but not limited to the northern exploration blocks and the central processing stations.

Payment for the services outlined in this Quotation Estimate shall be structured as follows: twenty-five percent (25%) upon contract execution and commencement of the Petroleum Engineer's assignment in Afghanistan Kabul; fifty percent (50%) payable in equal quarterly installments aligned with the delivery of milestone technical reports; and the remaining twenty-five percent (25%) due upon final project acceptance and submission of the comprehensive reservoir performance summary. All payments shall be remitted via international wire transfer to the account designated by Meridian Energy Consulting LLC. Late payments exceeding thirty (30) days from the invoice date shall accrue interest at a rate of 1.5% per month.
- This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Beyond this period, all rates and terms are subject to revision without prior notice.
- The Petroleum Engineer assigned under this agreement shall maintain full professional liability insurance and shall comply with all local labor, safety, and environmental regulations applicable within Afghanistan Kabul.
- Any change in scope, additional site visits, or extended deployment beyond the twelve-month term shall be documented in a formal Change Order and priced separately prior to execution.
- All intellectual property, data, and technical reports generated during the course of this engagement shall remain the exclusive property of the client, subject to a non-disclosure agreement executed concurrently with the master service contract.
- Force majeure events, including but not limited to political instability, natural disasters, or government-imposed restrictions within Afghanistan Kabul, shall suspend contractual obligations for the duration of the event without penalty to either party.
- Governing law for this Quotation Estimate and any resulting contract shall be the laws of the State of Texas, USA, with disputes resolved through binding arbitration under the rules of the American Arbitration Association.
By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Meridian Energy Consulting LLC to proceed with the deployment of the Petroleum Engineer to Afghanistan Kabul under the terms, conditions, and pricing as detailed herein. This document, once countersigned by both parties, shall constitute a binding preliminary agreement pending execution of the full Master Service Agreement.
