This Quotation Estimate is issued by Sahara Energy Consulting & Engineering SARL to formally present the cost breakdown for the engagement of a senior Petroleum Engineer to deliver comprehensive reservoir engineering, well performance analysis, and production optimization services. All professional activities described herein shall be executed in accordance with the technical standards and regulatory frameworks applicable to the petroleum sector in Algeria Algiers and the broader Algerian hydrocarbon industry.
The Petroleum Engineer engaged under this Quotation Estimate shall hold a minimum of fifteen (15) years of progressive experience in conventional and unconventional reservoir management, with demonstrated expertise in the geological formations characteristic of the Algerian sedimentary basins. The engineer shall be fully licensed and registered with the Algerian National Order of Engineers (Ordre National des Ingénieurs) and shall comply with all occupational health and safety regulations enforced by the Ministry of Energy and Mines of the Republic of Algeria.

- Acceptance: This Quotation Estimate shall be deemed accepted upon written confirmation signed by an authorized representative of the client. No work shall commence prior to receipt of a formal Purchase Order referencing Quotation Estimate No. QTE-PE-2025-0472.
- Payment Terms: Payment shall be made in three (3) equal installments: 40% upon contract signing, 35% upon delivery of the interim technical report, and 25% upon final acceptance of the completed deliverables. All payments shall be processed in US Dollars via wire transfer to the Algeria Algiers bank account of Sahara Energy Consulting & Engineering SARL.
- Confidentiality: The Petroleum Engineer and all supporting personnel shall be bound by a strict Non-Disclosure Agreement (NDA) covering all reservoir data, well logs, production figures, and proprietary information encountered during the engagement in Algeria Algiers and field sites.
- Intellectual Property: All reports, models, and analyses produced under this Quotation Estimate shall become the exclusive property of the client upon full payment. The Petroleum Engineer retains the right to reference the project in professional portfolios only with prior written consent.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government sanctions, or civil unrest affecting operations in Algeria Algiers or the broader Algerian territory.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by and interpreted in accordance with the laws of the People's Democratic Republic of Algeria. Any disputes shall be resolved through arbitration in Algeria Algiers under the rules of the Algerian Arbitration Center.
- Subcontracting: The Petroleum Engineer shall not subcontract any portion of the professional services without prior written approval from the client's Algeria Algiers project management office.
- Insurance: The Petroleum Engineer shall maintain professional liability insurance with a minimum coverage of USD 2,000,000 per occurrence, valid throughout the duration of the engagement in Algeria Algiers.
This Quotation Estimate assumes that all necessary well data, core samples, and production histories will be made available by the client within the first ten (10) business days of project commencement. Should additional data acquisition be required, a supplementary Quotation Estimate shall be issued by the Petroleum Engineer for client approval. The costs presented herein exclude any government permits, environmental impact assessments, or third-party laboratory analyses that may be mandated by Algerian regulatory authorities for the Algeria Algiers project site.
