This Quotation Estimate is issued by Mesopotamia Energy Consulting LLC to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Petroleum Engineer to deliver technical advisory, reservoir evaluation, and production optimization services within the operational jurisdiction of Iraq Baghdad. The scope encompasses on-site field assessments, subsurface data interpretation, well performance diagnostics, and the preparation of detailed engineering reports in accordance with the Iraqi Ministry of Oil standards and international best practices.
The Petroleum Engineer proposed for this assignment holds a Master's degree in Petroleum Engineering from the University of Technology, Baghdad, with over twelve (12) years of progressive experience in Iraqi onshore and offshore reservoirs. The engineer is fully licensed by the Iraqi Engineers Syndicate (Baghdad Branch) and possesses valid security clearance for operations in the Baghdad Governorate.

- This Quotation Estimate assumes that all historical well data, core samples, and seismic volumes are made available by the client at the Baghdad operations office within the first five (5) working days of contract commencement.
- The Petroleum Engineer will work a standard 48-hour week (Sunday to Thursday) in accordance with Iraqi labor regulations. Overtime beyond 10 hours per week will be billed at 1.5× the daily rate.
- International airfare, visa processing, and accommodation outside Baghdad are excluded from this estimate and will be quoted separately if required.
- Any scope expansion beyond the 14 wells and 8 underperforming wells listed above will be subject to a supplementary Quotation Estimate issued within 7 working days of the change request.
- All deliverables are subject to review and approval by the North Oil Company Baghdad Operations Directorate within 10 working days of submission.
- 30% advance payment upon signature of the contract and receipt of the signed Quotation Estimate.
- 40% upon delivery and acceptance of the Reservoir Characterization Report and Dynamic Model (Milestone 1).
- 20% upon delivery and acceptance of the Production Enhancement Plan (Milestone 2).
- 10% upon final handover of all reports, data files, and close-out documentation.
- All payments shall be made in US Dollars via wire transfer to the company's designated account in Baghdad within 30 days of invoice date.
This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Upon acceptance, the client shall sign and return a copy of this document, which will then serve as the basis for the formal Service Agreement. The Petroleum Engineer engagement is contingent upon the client's confirmation of site access permits within the Iraq Baghdad operational zone and completion of all security and insurance requirements.
