This Quotation Estimate is issued by Meridian Energy Consulting K.K. to provide a comprehensive and itemised cost breakdown for the engagement of a qualified Petroleum Engineer to deliver specialised technical services within the metropolitan area of Japan Tokyo. The scope encompasses reservoir evaluation, production optimisation, well integrity assessment, and regulatory compliance support aligned with the standards set forth by the Japan Petroleum Exploration Organization (JAPXO) and the Ministry of Economy, Trade and Industry (METI).

The Petroleum Engineer assigned to this project will operate primarily from our Japan Tokyo office located in the Chiyoda-ku district, with the flexibility to conduct on-site inspections at client-designated facilities throughout the Kanto region. All deliverables referenced in this Quotation Estimate are subject to the terms and conditions outlined in Section 7 below.

The Petroleum Engineer designated for this engagement holds a Master of Science in Petroleum Engineering from the University of Tokyo, possesses over fourteen years of progressive experience in upstream hydrocarbon operations, and is a registered member of the Japan Petroleum Institute (JPI). The engineer is fully versed in the operational and regulatory environment specific to Japan Tokyo, including local environmental ordinances, seismic safety protocols, and the specific permitting frameworks governing subsurface resource extraction in the Kanto basin.

Should the client require a senior-level Petroleum Engineer or a secondary specialist for concurrent workstreams, an additional fee of 25% per additional engineer will be applied. Any such amendment will be documented in a supplementary addendum to this Quotation Estimate prior to commencement of the additional scope.

The total project duration for the Petroleum Engineer engagement in Japan Tokyo is estimated at 31 working days, commencing on the date of written acceptance of this Quotation Estimate. Key milestones include: (a) completion of reservoir characterisation by Day 10; (b) delivery of the production analysis report by Day 25; (c) submission of the EOR feasibility study by Day 45; and (d) final regulatory compliance filing by Day 50. All milestones are subject to client data availability and site access approvals within the Japan Tokyo jurisdiction.

Payment for this Quotation Estimate shall be structured as follows: 30% advance payment upon contract execution; 40% upon delivery of the mid-project deliverables (Items 01 through 04); and 30% upon final acceptance of all Petroleum Engineer reports and the completion of the Japan Tokyo regulatory filing. All payments are to be made in Japanese Yen (JPY) via bank transfer to the account designated by Meridian Energy Consulting K.K. Payment is due within 30 days of invoice issuance. Late payments will incur a surcharge of 1.5% per month.

  • This Quotation Estimate assumes unrestricted access to all relevant well logs, seismic datasets, and production records held by the client in Japan Tokyo.
  • The Petroleum Engineer is not responsible for third-party laboratory testing costs, which are estimated separately at approximately 800,000 JPY.
  • Any scope expansion beyond the 31 working days outlined herein will be billed at the prevailing daily rate of the Petroleum Engineer as stated in Section 2.
  • Force majeure events, including but not limited to typhoons affecting the Japan Tokyo region, may result in schedule adjustments without penalty to either party.
  • This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Beyond this period, all rates are subject to revision.
  • All intellectual property generated by the Petroleum Engineer during the course of this engagement in Japan Tokyo shall vest in the client upon full payment, with Meridian Energy Consulting K.K. retaining the right to reference the project in anonymised case studies.
  • Confidentiality obligations as defined in the mutual NDA executed on 02 May 2025 remain in full force and govern all data exchanged under this Quotation Estimate.
  • Governing law for this Quotation Estimate and any resulting contract is the law of Japan. Disputes shall be resolved by arbitration in Japan Tokyo under the rules of the Japan Commercial Arbitration Association (JCAA).

By signing below, the client acknowledges and accepts the terms, scope, and pricing set forth in this Quotation Estimate for the Petroleum Engineer services to be performed in Japan Tokyo. This signature constitutes a binding agreement between the parties.
