This Quotation Estimate is issued by NGEN Petroleum Consulting Ltd. in response to the Request for Proposal (RFP) No. NNPC/ENG/2025/ABJ-012 for the engagement of a qualified Petroleum Engineer to provide technical advisory, reservoir evaluation, and production optimization services for the NNPC Abuja Operations Division. All pricing in this Quotation Estimate is presented in Nigerian Naira (NGN) and is subject to the terms and conditions outlined herein.
1. Scope of Services – Petroleum Engineer EngagementThe Petroleum Engineer engaged under this Quotation Estimate shall provide the following professional services at the client's designated operational site in Nigeria Abuja and surrounding FCT locations:
- Reservoir characterization and volumetric analysis for the Abuja Basin exploration blocks.
- Production well performance evaluation, including nodal analysis and inflow performance relationships (IPR).
- Development of Enhanced Oil Recovery (EOR) strategies tailored to the geological conditions of the Nigeria Abuja region.
- Preparation of monthly and quarterly technical reports on reservoir performance and production forecasts.
- Site inspections and field data acquisition at designated well pads within the FCT operational perimeter.
- Technical review and validation of drilling and completion programs prior to execution.
- Advisory support to the NNPC Engineering Directorate on regulatory compliance with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC).

- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Any acceptance beyond this period shall require revalidation of all rates and terms.
- The Petroleum Engineer shall be a Chartered Engineer (M.Eng. / Ph.D.) with a minimum of fifteen (15) years of post-qualification experience in upstream petroleum operations, registered with the Council for the Regulation of Engineering in Nigeria (COREN).
- All services shall be rendered in strict compliance with the Petroleum Industry Act (PIA) 2021, NUPRC regulations, and applicable environmental standards set by the Federal Ministry of Environment in Nigeria Abuja.
- Payment shall be made in monthly installments within fourteen (14) days of receipt of an approved invoice. Late payments shall attract a penalty of 1.5% per month.
- The client reserves the right to terminate this engagement with thirty (30) days' written notice. In such an event, the Petroleum Engineer shall be compensated for all services rendered up to the termination date.
- All intellectual property, data, and reports generated under this Quotation Estimate shall remain the exclusive property of the client (NNPC) upon full payment.
- Confidentiality: The Petroleum Engineer and all supporting personnel shall sign a Non-Disclosure Agreement (NDA) prior to commencing any work in Nigeria Abuja or any other operational site.
- Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to natural disasters, government sanctions, or civil unrest in the FCT region.
- Disputes arising from this Quotation Estimate shall be resolved through arbitration in accordance with the Arbitration and Conciliation Act (Cap A18, LFN 2004), with the seat of arbitration in Abuja, FCT, Nigeria.
- This Quotation Estimate does not constitute a binding contract until formally accepted in writing by both parties and countersigned by authorized representatives.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined for the engagement of the Petroleum Engineer in Nigeria Abuja.
