This Quotation Estimate is issued in response to the request for a qualified Petroleum Engineer to provide comprehensive technical consulting, reservoir evaluation, and production optimization services for the offshore exploration and production operations located in the waters south of Vietnam Ho Chi Minh City. The Petroleum Engineer shall be responsible for the following deliverables and activities:

• Reservoir characterization and static/dynamic modeling for Block 06-1 using seismic and well-log data.
• Well performance analysis, decline curve forecasting, and production allocation recommendations.
• Drilling and completion engineering support, including casing design verification and cementing program review.
• Preparation of monthly and quarterly technical reports in compliance with Vietnamese petroleum regulations and international standards (API, SPE).
• On-site supervision and technical liaison with the Vietnamese regulatory authorities in Ho Chi Minh City and offshore platform operations.
• Assessment of enhanced oil recovery (EOR) feasibility and economic modeling for the target reservoirs.
• Environmental impact review in coordination with local Vietnamese environmental agencies.

Payment shall be made in United States Dollars (USD) via international wire transfer to the bank account of GeoTech Petroleum Solutions Co., Ltd. The payment schedule for this Quotation Estimate is structured as follows:

• 30% advance payment upon signed acceptance of this Quotation Estimate (USD 64,835.10).
• 40% upon completion of the third (3rd) month of Petroleum Engineer services and delivery of interim technical reports (USD 86,446.80).
• 30% upon final project completion, submission of the final comprehensive report, and regulatory sign-off in Ho Chi Minh City (USD 64,835.10).

All payments are due within fifteen (15) business days of invoice issuance. Late payments shall incur a penalty of 1.5% per month as per Vietnamese commercial contract law.

1. This Quotation Estimate is a non-binding offer until formally accepted in writing by the Client. Upon acceptance, it shall constitute a binding service contract governed by the laws of the Socialist Republic of Vietnam.
2. The Petroleum Engineer assigned to this project shall hold a minimum of ten (10) years of relevant experience in offshore reservoir engineering and shall possess a valid professional license recognized by the Vietnam Petroleum Administration for Ocean and Minerals (POAM).
3. All work products, data, and reports generated under this engagement shall remain the exclusive intellectual property of the Client. The Petroleum Engineer and GeoTech Petroleum Solutions Co., Ltd. shall not disclose any proprietary information to third parties without written consent.
4. The Client is responsible for providing safe access to the offshore platform, necessary data sets, and all permits required for the Petroleum Engineer to operate within the jurisdiction of Vietnam Ho Chi Minh City and its surrounding maritime zones.
5. Force majeure events, including but not limited to typhoons, government-mandated shutdowns, or pandemic restrictions in Ho Chi Minh City, shall extend the project timeline proportionally without additional cost to either party.
6. Any changes to the scope of work beyond the parameters described in Section 1 shall be subject to a revised Quotation Estimate and mutual written agreement prior to execution.
