This Quotation Estimate is issued by SecureGuard Ethiopia Security Services PLC to provide a comprehensive and itemized cost breakdown for the deployment of a qualified Police Officer to serve as a dedicated security personnel at the client's premises located in Ethiopia Addis Ababa. The Police Officer shall be a certified and licensed individual, previously trained by the Federal Police Commission of Ethiopia, and shall perform all duties in strict accordance with the Ethiopian Federal Police regulations, the Ministry of Interior directives, and the specific operational requirements outlined in the service agreement.
The Police Officer assigned under this Quotation Estimate shall be responsible for the following core duties at the designated site in Ethiopia Addis Ababa:
- Conducting continuous surveillance and access control at all entry and exit points of the facility, seven days a week, twenty-four hours per day (rotational shift model).
- Performing routine patrols of the premises perimeter, internal corridors, parking areas, and restricted zones within the Ethiopia Addis Ababa site.
- Maintaining a detailed daily incident log, visitor register, and shift handover report in both Amharic and English.
- Coordinating with the Addis Ababa City Police Station and the Federal Police Commission as required for emergency response, criminal investigation support, and public order maintenance.
- Conducting vehicle and pedestrian screening at designated checkpoints in compliance with Ethiopian security protocols.
- Providing first-aid response and initiating emergency evacuation procedures in the event of fire, medical emergency, or security breach.
- Reporting all suspicious activities, security incidents, and operational anomalies to the client's site manager and the supervising officer at SecureGuard Ethiopia within thirty minutes of occurrence.

The total amount stated in this Quotation Estimate shall be payable in monthly installments of ETB 39,689.38 (inclusive of VAT), due on or before the fifth (5th) business day of each calendar month. Payment shall be made via bank transfer to the designated account of SecureGuard Ethiopia Security Services PLC at Commercial Bank of Ethiopia, Addis Ababa Branch, Account No. 1000-XXXX-XXXX. A 2% late payment penalty shall apply to any installment not received within ten (10) business days of the due date, in accordance with Ethiopian commercial contract law.
4. Terms and Conditions- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates and conditions are subject to revision based on prevailing market conditions in Ethiopia Addis Ababa and any changes in Ethiopian statutory wage requirements.
- The Police Officer deployed under this arrangement shall be subject to a comprehensive background check, medical fitness examination, and verification of credentials with the Federal Police Commission of Ethiopia prior to commencing duty.
- SecureGuard Ethiopia Security Services PLC reserves the right to replace the assigned Police Officer with a qualified substitute of equivalent or higher rank upon reasonable notice of no fewer than forty-eight (48) hours, should the original officer be unavailable due to illness, leave, or disciplinary action.
- The client shall provide the Police Officer with a designated duty station, access to necessary facilities (rest area, sanitation, and communication equipment), and reasonable working conditions at the Ethiopia Addis Ababa site.
- This Quotation Estimate does not constitute a binding contract. A formal Service Agreement, compliant with the Ethiopian Civil Code and the Private Security Services Proclamation, must be executed by both parties before any services commence.
- All personal data collected in connection with this Quotation Estimate and the subsequent service engagement shall be handled in accordance with the Ethiopian Data Protection Proclamation (No. 1152/2019).
- Any disputes arising from the interpretation or execution of this Quotation Estimate shall be resolved through amicable negotiation, failing which the matter shall be referred to the competent courts of Addis Ababa, Ethiopia.
