1. INTRODUCTION AND PURPOSE
This Quotation Estimate is formally submitted by Lagos Metropolitan Security Services Ltd. to the Office of the Commissioner of Police, Nigeria Lagos, in response to the Request for Quotation (RFQ) Reference No. LSP-2025/SEC/0341. The purpose of this Quotation Estimate is to provide a comprehensive and itemized financial breakdown for the recruitment, deployment, training, and sustained operational support of qualified Police Officer personnel across designated sectors within the Nigeria Lagos metropolitan area. This document serves as the official pricing proposal and forms the basis for contractual negotiation between both parties.
2. SCOPE OF WORK – POLICE OFFICER SERVICES
The scope of this engagement covers the provision of fully certified Police Officer personnel to support law enforcement, public order maintenance, and community safety operations in Nigeria Lagos. Each Police Officer deployed under this Quotation Estimate shall meet the minimum qualifications set by the Nigeria Police Force (NPF) and shall possess a valid police warrant, current medical fitness certificate, and a clean criminal record. The services include but are not limited to:
- Deployment of Police Officer units to high-traffic commercial zones in Lagos Island, Lekki, Ikeja, and Surulere districts.
- Patrol operations and crowd management during public events, festivals, and state functions in Nigeria Lagos.
- Assistance in traffic management and road safety enforcement along major arteries including the Third Mainland Bridge corridor and the Lagos–Ibadan Expressway.
- Community policing engagement and liaison with local government areas across Nigeria Lagos.
- Emergency response support and coordination with the Nigeria Lagos State Emergency Management Agency (NLEMA).
- Provision of specialized Police Officer units for VIP protection and diplomatic security assignments.

4. TERMS AND CONDITIONS
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period shall require a revised Quotation Estimate reflecting current market rates in Nigeria Lagos.
- Payment terms: 40% advance payment upon contract execution, 35% upon successful deployment of all Police Officer units, and 25% upon completion of the 12-month service period.
- All Police Officer personnel shall be subject to the Nigeria Police Force Code of Conduct and the operational directives of the Nigeria Lagos State Government.
- Lagos Metropolitan Security Services Ltd. shall bear full responsibility for the welfare, discipline, and professional development of each Police Officer under this engagement.
- This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
- Any changes to the scope of Police Officer deployment, additional personnel requirements, or extended operational hours in Nigeria Lagos shall be subject to a supplementary Quotation Estimate.
- All disputes arising from this Quotation Estimate shall be resolved through arbitration in accordance with the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria 2004, with the seat of arbitration in Lagos, Nigeria.
5. ACCEPTANCE AND AUTHORIZATION
By signing below, the receiving party acknowledges receipt of this Quotation Estimate and agrees to the terms outlined herein for the provision of Police Officer services in Nigeria Lagos. This document shall be processed in accordance with the Nigeria Lagos State Public Procurement Regulations.
