1. Purpose and Scope of This Quotation Estimate

This Quotation Estimate is formally submitted by Metro Manila Security Services, Inc. (hereinafter referred to as "the Provider") in response to the procurement requirements of the City Government of Manila, Philippines Manila, for the deployment and engagement of qualified Police Officer personnel to provide security, crowd management, and public order services across designated public venues, government buildings, and community areas within the jurisdiction of Philippines Manila. This document outlines the comprehensive cost breakdown, service deliverables, and contractual terms governing the provision of Police Officer services as requested by the client.

2. Scope of Services – Police Officer Deployment

The Provider shall furnish, deploy, and manage a team of licensed and certified Police Officer personnel, all of whom shall hold valid Philippine National Police (PNP) service records, completed Basic Training for Police Officers (BTPO), and current security licenses issued by the PNP. The Police Officer team shall be responsible for the following duties within the Philippines Manila service area:

Patrol and surveillance of public plazas, parks, and government facilities in Philippines Manila;
Crowd control and traffic management during public events, parades, and civic gatherings;
Access control and screening at municipal buildings, courts, and administrative offices;
Assistance to the Manila City Police Department (MCPD) during emergencies, natural disasters, and public disturbances;
Community policing liaison and public safety awareness programs in residential barangays of Philippines Manila;
Event security for city-sponsored cultural, sports, and economic activities;
Reporting and documentation of incidents, with daily and weekly activity logs submitted to the client.

4. Terms and Conditions

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision based on prevailing minimum wage adjustments in Philippines Manila and PNP regulatory changes.
All Police Officer personnel deployed under this contract shall be exclusively assigned to the client's designated locations within Philippines Manila and shall not be reassigned without prior written consent.
Payment terms: Net 30 days from the date of invoice submission. The client shall remit payment via bank transfer to the Provider's designated account at BDO Unibank, Makati Branch, Philippines Manila.
The Provider shall maintain comprehensive liability insurance covering all Police Officer personnel, with a minimum coverage of PHP 5,000,000 per incident, in compliance with PNP and DOLE regulations.
Any additional Police Officer personnel required beyond the scope stated herein shall be subject to a supplemental Quotation Estimate issued separately by the Provider.
The Provider reserves the right to replace any Police Officer personnel who fails to meet performance standards, is found in violation of PNP code of conduct, or is medically unfit for duty. Replacement personnel shall possess equivalent or superior qualifications.
All operations shall comply with the Philippine Constitution, the Revised Penal Code, Republic Act No. 5487 (Philippine National Police Act), and all applicable local ordinances of the City of Manila, Philippines Manila.
Disputes arising from this engagement shall be resolved through amicable negotiation, and failing which, through arbitration under the rules of the Philippine Dispute Resolution Center, Inc. (PDRCI) in Manila, Philippines Manila.

5. Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of Police Officer services in Philippines Manila. This document, once countersigned, shall serve as the basis for the formal Service Contract to be executed by both parties.
