3.1 Validity. This Quotation Estimate shall remain valid for a period of thirty (30) calendar days from the date of issue. Should the Ayuntamiento de Valencia wish to proceed beyond this period, a revised Quotation Estimate reflecting any changes in labour costs, exchange rates, or regulatory requirements in Spain will be issued at no additional charge.

3.2 Payment Terms. Invoicing shall be issued on a monthly basis in arrears. Payment is due within thirty (30) days of the invoice date via direct bank transfer to the account designated by Seguridad Pública del País Valenciano, S.L. Late payments shall accrue interest at the rate established by the Spanish Ley 3/2004 on Late Payment in Commercial Transactions.

3.3 Personnel Qualifications. Every Police Officer deployed under this contract shall hold a valid national identification, a clean criminal record certificate (certificado de antecedentes penales) issued by the Ministerio del Interior, and a minimum of two years' active service with a recognised law enforcement body in Spain. Specialist roles (Ref. 03) require additional certification in crowd management and emergency response as per the protocols of the Generalitat Valenciana.

3.4 Cancellation and Termination. Either party may terminate the engagement with a written notice of fourteen (14) days. In the event of early termination by the client, a cancellation fee of 15% of the remaining contract value shall apply, except in cases of force majeure or regulatory prohibition.

3.5 Governing Law and Jurisdiction. This Quotation Estimate and any resulting contract shall be governed by the laws of the Kingdom of Spain. Any disputes shall be submitted to the competent courts of Valencia, Comunitat Valenciana.

3.6 Confidentiality. All operational details, personnel data, and financial information contained in this Quotation Estimate are classified as confidential under the Spanish Ley Orgánica 3/2018 de Protección de Datos Personales (GDPR). Neither party shall disclose the contents of this document to third parties without prior written consent.
