This Quotation Estimate is formally submitted by Harare Metropolitan Security Services (Pvt) Ltd in response to the Request for Quotation (RFQ) reference number MOJ/RFQ/2025/0312, issued by the Ministry of Justice, Legal and Parliamentary Affairs. The purpose of this document is to provide a comprehensive and itemized cost breakdown for the provision of qualified Police Officer services within the jurisdiction of Zimbabwe Harare. This Quotation Estimate covers all associated costs including personnel remuneration, equipment, training, supervision, and operational support for a period of twelve (12) months commencing from the date of contract execution.

The Police Officer services outlined in this Quotation Estimate encompass the following operational activities to be carried out across designated zones in Zimbabwe Harare:

Deployment of a minimum of twelve (12) fully certified Police Officer personnel to provide static and mobile security coverage at government facilities, courthouses, and public administrative buildings within the Harare Metropolitan area.
Patrol and surveillance operations in high-traffic commercial districts of Zimbabwe Harare, including the CBD, Avondale, Borrowdale, and Mount Pleasant areas.
Access control and crowd management at public events, government functions, and parliamentary proceedings held in Zimbabwe Harare.
Incident response, preliminary investigation support, and coordination with the Zimbabwe Republic Police (ZRP) Harare Provincial Command.
Preparation of daily operational reports and monthly performance summaries submitted to the contracting authority.
Emergency preparedness and disaster response support in alignment with the Zimbabwe National Disaster Risk Management Framework.

This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all prices and terms are subject to revision based on prevailing economic conditions in Zimbabwe Harare.
All Police Officer personnel deployed under this contract shall hold valid certification from the Zimbabwe Republic Police Academy and possess current fitness-to-duty medical clearance.
Payment shall be made on a monthly basis within fourteen (14) days of receipt of the invoice, via electronic funds transfer to the account designated in this Quotation Estimate.
The contracting authority reserves the right to request the replacement of any Police Officer personnel who fail to meet the performance standards outlined in the Service Level Agreement (SLA) annexed to the final contract.
All operations shall be conducted in strict compliance with the laws of the Republic of Zimbabwe, including the Police Act [Chapter 10:06], the Public Order and Security Act, and the regulations of the Harare City Council governing security operations within Zimbabwe Harare.
Harare Metropolitan Security Services (Pvt) Ltd shall maintain full professional indemnity and public liability insurance coverage for the duration of the contract.
Any disputes arising from the interpretation or execution of this Quotation Estimate and the subsequent contract shall be resolved through mediation in Harare, Zimbabwe, in accordance with the Arbitration Act of Zimbabwe.
This Quotation Estimate does not constitute a binding contract until formally accepted in writing by both parties and converted into a definitive service agreement.

By signing below, the contracting authority acknowledges receipt of this Quotation Estimate and indicates its intention to proceed with the engagement of Police Officer services as described herein for deployment in Zimbabwe Harare.
