This Quotation Estimate is issued by Meridian Political Strategy Group, Ltd. (hereinafter referred to as "the Provider") in response to the formal request submitted by Hon. Dr. Wei Zhang (hereinafter referred to as "the Politician Client") for comprehensive political advisory, strategic communication, and policy development services to be executed within the jurisdiction of China Beijing. The Politician Client, serving in a senior legislative and policy-making capacity, has engaged the Provider to deliver a multi-phase consultancy programme spanning the period from July 2025 through December 2025. All deliverables, on-site consultations, and strategic briefings shall be conducted in and around the capital city of China Beijing, with primary operations based in the Dongcheng District administrative complex.

The total Quotation Estimate amount of CNY 3,344,000 (Three Million Three Hundred Forty-Four Thousand Chinese Yuan) shall be disbursed according to the following schedule: an initial mobilization payment of 30% (CNY 1,003,200) due within fourteen (14) calendar days of contract execution; a mid-project payment of 40% (CNY 1,337,600) due upon completion of the third month of services in China Beijing; and a final settlement of 30% (CNY 1,003,200) due within twenty-one (21) days of the Politician Client's written acceptance of all final deliverables. All payments shall be made via bank transfer to the Provider's designated account in Beijing, China, in accordance with the Foreign Exchange Administration regulations of the People's Republic of China.
4. TERMS & CONDITIONS- This Quotation Estimate is valid for a period of ninety (90) days from the date of issue. Beyond this period, all rates and terms are subject to revision by the Provider.
- All services described herein shall be performed in strict compliance with the laws and regulations of the People's Republic of China, including but not limited to the Political Consultation Conference framework, data protection statutes, and public security protocols applicable in China Beijing.
- The Politician Client shall provide timely access to all relevant legislative documents, meeting schedules, and stakeholder contacts necessary for the Provider to fulfil its obligations under this Quotation Estimate.
- Confidentiality: All materials, strategies, and communications developed under this engagement shall be treated as strictly confidential. The Provider shall not disclose any information pertaining to the Politician Client's political activities, policy positions, or strategic plans to any third party without prior written consent.
- Force Majeure: Neither party shall be held liable for delays or non-performance resulting from events beyond reasonable control, including but not limited to government-mandated closures, public health emergencies, or administrative directives issued by the China Beijing municipal government.
- Dispute Resolution: Any disputes arising from this Quotation Estimate shall be resolved through mediation in China Beijing, and failing mediation, through arbitration under the rules of the Beijing Arbitration Commission (BAC).
- Intellectual Property: All policy white papers, strategic documents, and communication materials produced under this Quotation Estimate shall become the sole property of the Politician Client upon full payment.
By signing below, both parties acknowledge that this Quotation Estimate accurately reflects the agreed-upon scope of political advisory services to be rendered for the Politician Client in China Beijing, and that all terms, conditions, and financial obligations set forth herein are accepted in full.
