This Quotation Estimate is issued by Guangzhou Apex Consulting Co., Ltd. to provide a comprehensive and transparent cost breakdown for the engagement of a senior Project Manager to oversee and deliver a capital infrastructure development project located in China Guangzhou. The Project Manager engaged under this Quotation Estimate shall be responsible for the full lifecycle management of the project in China Guangzhou, including but not limited to the following deliverables:
- Development and maintenance of the master project schedule, work breakdown structure (WBS), and critical path analysis for all construction and commissioning phases.
- Coordination with local Guangzhou municipal authorities, including the Tianhe District Planning Bureau and the Guangzhou Housing and Urban-Rural Development Commission, to secure and maintain all necessary permits and regulatory approvals.
- Management of subcontractor teams, suppliers, and third-party consultants operating within the China Guangzhou metropolitan area.
- Weekly progress reporting, risk register updates, and stakeholder communication in both Mandarin Chinese and English to ensure alignment between local and international project parties.
- Budget oversight and cost control, including variance analysis, change order management, and financial forecasting aligned with the approved project budget.
- Quality assurance and quality control (QA/QC) supervision in compliance with Chinese national standards (GB standards) and applicable international specifications.
- Health, safety, and environmental (HSE) compliance management in accordance with the Work Safety Law of the People's Republic of China and Guangzhou municipal regulations.

The total amount specified in this Quotation Estimate shall be disbursed according to the following milestone schedule, subject to satisfactory acceptance of deliverables by the client:
- Milestone 1 – Mobilization (15%): CNY 246,609 payable within 10 business days of contract execution and commencement of the Project Manager's on-site assignment in China Guangzhou.
- Milestone 2 – Design & Planning Phase Complete (20%): CNY 328,812 payable upon approval of the master schedule, WBS, and all regulatory permits.
- Milestone 3 – Construction Phase 50% Progress (25%): CNY 411,015 payable upon verified 50% physical completion of the project scope.
- Milestone 4 – Construction Phase 100% & Commissioning (25%): CNY 411,015 payable upon successful commissioning and handover of the completed facility.
- Milestone 5 – Final Handover & Closeout (15%): CNY 246,609 payable upon delivery of all as-built documentation, warranty certificates, and final project closeout report.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates and costs are subject to revision based on prevailing market conditions in China Guangzhou.
- The Project Manager shall be a PMP-certified professional with a minimum of ten (10) years of experience managing capital projects in the Greater Guangzhou area and full working proficiency in Mandarin Chinese.
- All services shall be performed in strict compliance with the laws of the People's Republic of China, including the Civil Code, the Construction Law, and applicable Guangzhou municipal regulations.
- Any change in project scope, duration, or deliverables shall be documented via a formal Change Order signed by both parties before additional costs are incurred.
- The client shall provide the Project Manager with reasonable access to the project site in China Guangzhou, all relevant design documents, and timely decision-making authority from the client's senior management.
- Confidentiality: All project data, financial information, and proprietary materials shared during the engagement shall be treated as strictly confidential in accordance with the PRC Data Security Law and the Personal Information Protection Law.
- Dispute resolution: Any disputes arising from this engagement shall be resolved through arbitration administered by the China International Economic and Trade Arbitration Commission (CIETAC) in Guangzhou, in accordance with its arbitration rules.
- This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties in writing.
