3.1 Payment shall be made in monthly installments, due within 15 business days of invoice issuance. The first payment is due upon formal acceptance of this Quotation Estimate and execution of the master service agreement.
3.2 All payments shall be processed in Russian Rubles (RUB) via bank transfer to the designated account of Northwind Consulting Group, LLC, registered in the Russian Federation. For international clients, USD equivalent payments may be arranged subject to applicable foreign exchange regulations of the Central Bank of Russia.
3.3 A late payment penalty of 0.5% per calendar day shall apply to any outstanding balance exceeding the 15-day payment window, in accordance with standard commercial practice in Russia Saint Petersburg.
3.4 This Quotation Estimate does not include Value Added Tax (VAT) at the standard Russian rate of 20%. VAT shall be added to the final invoice amount as required by the Federal Tax Service of the Russian Federation.
3.5 Any change in scope exceeding 10% of the originally agreed deliverables shall require a formal change order and a revised Quotation Estimate prior to implementation.
Important Note: This Quotation Estimate assumes that the client will provide a dedicated workspace for the Project Manager in Russia Saint Petersburg, including access to necessary IT infrastructure, telecommunications, and project documentation. The rates quoted are based on the current economic conditions in the Russia Saint Petersburg region as of June 2025 and are subject to adjustment in the event of significant changes in the Consumer Price Index (CPI) published by Rosstat.

This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Acceptance of this document constitutes a binding commitment to the terms outlined herein. The Project Manager services for Russia Saint Petersburg shall commence no earlier than the date of full execution of the master service agreement by both parties. Northwind Consulting Group, LLC reserves the right to withdraw this Quotation Estimate without prior notice if the client fails to confirm acceptance within the validity period.
