This Quotation Estimate is issued by Nile Valley Project Consulting Ltd. to formally propose the engagement of a senior Project Manager to oversee and deliver the SNIDA Phase II Infrastructure Development Programme in Sudan Khartoum. The scope of work encompasses the full lifecycle management of the project, from initial mobilisation through to final handover and post-completion review.

The appointed Project Manager shall be responsible for the following core deliverables and responsibilities within the Sudan Khartoum operational environment:

  • Development and maintenance of a comprehensive project management plan, including work breakdown structures, critical path schedules, and resource allocation matrices tailored to the specific regulatory and logistical conditions of Sudan Khartoum.
  • Coordination of all multidisciplinary engineering teams, subcontractors, and government liaison officers operating across the Khartoum metropolitan area and surrounding Omdurman and Bahri districts.
  • Management of the project budget, including cost forecasting, variance analysis, and monthly financial reporting to the client's finance department in accordance with Sudanese public procurement regulations.
  • Implementation of a robust risk management framework addressing the unique challenges of construction and infrastructure delivery in Sudan Khartoum, including seasonal flooding on the Blue Nile, supply chain disruptions, and local labour market dynamics.
  • Quality assurance and quality control oversight, ensuring all deliverables meet the specifications outlined in the project contract and comply with Sudanese National Building Codes and international standards.
  • Stakeholder engagement and communication management, including regular progress reporting to the SNIDA board, local municipal authorities in Khartoum, and community representatives affected by the project footprint.
  • Health, safety, and environmental (HSE) compliance management in line with Sudanese occupational safety legislation and the project's environmental impact assessment requirements.

The Project Manager engagement is proposed for a total duration of eighteen (18) months, commencing on 1 September 2025 and concluding on 28 February 2027. The engagement is phased as follows:

The following Quotation Estimate outlines the total cost for the Project Manager services to be delivered in Sudan Khartoum. All amounts are stated in Sudanese Pounds (SDG) unless otherwise indicated.

Payment for the Project Manager services shall be made on a monthly basis in arrears, within thirty (30) calendar days of receipt of a valid invoice. The first invoice shall be issued upon successful completion of Phase 1 mobilisation. A retention of five percent (5%) shall be withheld from each monthly payment and released in full upon satisfactory completion of the final handover in Sudan Khartoum.

  1. This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, pricing may be subject to revision due to market conditions in Sudan Khartoum.
  2. The Project Manager shall be subject to a background check and security clearance as required by Sudanese law prior to commencing duties.
  3. All work shall be performed in accordance with the project contract, applicable Sudanese legislation, and the professional code of conduct of the Sudan Engineers Syndicate.
  4. Either party may terminate the engagement with sixty (60) days' written notice. In the event of early termination, fees shall be pro-rated based on services rendered up to the termination date.
  5. Intellectual property generated during the engagement, including project management plans, schedules, and reports, shall remain the property of the client (SNIDA) upon full payment.
  6. Disputes arising from this Quotation Estimate or the subsequent contract shall be resolved through arbitration in Khartoum, Sudan, in accordance with the Sudan Arbitration Act.
  7. This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties.

By signing below, the client acknowledges receipt of this Quotation Estimate for Project Manager services in Sudan Khartoum and agrees to the terms and conditions outlined herein. This acceptance shall serve as the basis for the preparation of a formal service contract.
