Note: All prices in this Quotation Estimate are denominated in Israeli New Shekels (ILS) and include 18% Value Added Tax (VAT) as mandated by the Israel Tax Authority. The School Counselor fee is subject to annual adjustment based on the Consumer Price Index (CPI) published by the Central Bureau of Statistics, Israel.

Payment for the services outlined in this Quotation Estimate shall be made via bank transfer to the account of Jerusalem Educational Support Services Ltd. The payment schedule is structured as follows:

Initial deposit: 25% of the total amount (216,525 ILS) due within 14 business days of contract signing.
Quarterly installments: 25% of the remaining balance due at the end of each fiscal quarter (Q1: Nov 2025, Q2: Feb 2026, Q3: May 2026).
Final payment: Remaining balance due by 30 July 2026, contingent upon satisfactory completion of all deliverables.

Late payments shall incur a penalty of 1.5% per month, in accordance with the Israeli Late Payment Law (5761-2001). All invoices must be settled within 30 days of receipt.

This Quotation Estimate is valid for 30 calendar days from the date of issue. Beyond this period, all rates and availability of the School Counselor are subject to revision.
The School Counselor shall be a licensed professional registered with the Israel Psychologists Association and the Ministry of Education, Israel, holding a valid professional license for practice in the Jerusalem district.
All counseling services shall be conducted in accordance with the ethical guidelines of the Israel Psychologists Association and the data protection requirements of the Israeli Privacy Protection Law (5741-1981).
Confidentiality of all student records, session notes, and personal data is strictly maintained. No information shall be disclosed without written parental or legal guardian consent, except in cases of imminent danger as defined by Israeli law.
The client institution in Israel Jerusalem shall provide a dedicated, private office space for the School Counselor, including access to counseling materials, a secure filing system, and internet connectivity.
Either party may terminate this agreement with 60 days' written notice. In the event of early termination, the client shall be liable for all services rendered up to the termination date plus a 10% administrative fee.
This Quotation Estimate does not constitute a binding contract until both parties have executed the formal service agreement in writing.
All disputes arising from this engagement shall be resolved through mediation in Jerusalem, Israel, in accordance with the Israeli Arbitration Law (5728-1968).
The School Counselor shall comply with all applicable regulations of the Ministry of Education, Israel, and the local Jerusalem municipality regarding student welfare and educational support services.
