1. Scope of Services — School Counselor Program
This Quotation Estimate is issued by EdiCare Professional Services Co., Ltd. to formally propose the deployment of qualified School Counselor professionals across the public school network in Japan Tokyo. The proposed program is designed to meet the growing demand for student mental health support, academic guidance, and family liaison services within the Tokyo metropolitan education system. Our School Counselor team will operate in full compliance with the Ministry of Education, Culture, Sports, Science and Technology (MEXT) guidelines and the Tokyo Metropolitan Board of Education regulations governing student welfare in Japan Tokyo.
The School Counselor services outlined in this Quotation Estimate encompass individual student counseling sessions, group workshops on social-emotional learning, crisis intervention protocols, parent-teacher communication facilitation, and annual well-being assessments. All School Counselor personnel assigned to this contract hold valid national counseling licenses (Kounin Shiken) and possess a minimum of five years of experience working within Japanese educational institutions in the Japan Tokyo area.

3. Terms and Conditions
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, all rates and availability of School Counselor personnel may be subject to revision.
- All School Counselor professionals assigned under this contract shall be residents of or regularly commuting within the Japan Tokyo metropolitan area to ensure prompt availability for on-site duties.
- Payment terms: Net 30 days from the date of invoice issuance. Invoices shall be submitted on the 5th of each month for the preceding month's services rendered in Japan Tokyo.
- The School Counselor team shall maintain strict confidentiality in accordance with Japan's Act on the Protection of Personal Information (APPI) and all applicable Tokyo Metropolitan data handling regulations.
- Any scope modification, additional campus onboarding, or extended crisis intervention beyond the parameters defined in this Quotation Estimate shall require a written change order signed by both parties.
- EdiCare Professional Services Co., Ltd. shall carry professional liability insurance with a minimum coverage of 500,000,000 JPY for all School Counselor activities conducted in Japan Tokyo.
- Termination may be initiated by either party with sixty (60) days' written notice. In the event of early termination, all School Counselor personnel shall be transitioned out in an orderly manner to ensure continuity of student support.
- This Quotation Estimate does not constitute a binding contract until formally accepted in writing by the Minato Ward Board of Education and countersigned by EdiCare Professional Services Co., Ltd.
