1. Purpose and Scope of This Quotation EstimateThis Quotation Estimate is formally issued by Edu Special Services Ltd. in response to the request for the recruitment, placement, and ongoing professional support of a qualified Special Education Teacher to serve within the public and private special education institutions located in Turkey Istanbul. The scope of this engagement encompasses the full-cycle provision of a certified Special Education Teacher who will deliver individualized instruction, behavioral intervention programs, and inclusive classroom support for students with diverse learning needs, including but not limited to autism spectrum disorder, intellectual disabilities, specific learning difficulties, and emotional and behavioral disorders. All services described in this Quotation Estimate are tailored to comply with the regulatory framework established by the Turkish Ministry of National Education (Milli Eğitim Bakanlığı) and the Istanbul Provincial Directorate of Special Education.

The Special Education Teacher proposed under this Quotation Estimate shall hold a minimum of a Bachelor's degree in Special Education (Özel Eğitim Öğretmenliği) from a MEB-accredited university in Turkey, or an equivalent internationally recognized qualification. The candidate must possess a valid MEB teaching license, a minimum of five (5) years of documented experience in special education settings, and demonstrated proficiency in evidence-based intervention methodologies including Applied Behavior Analysis (ABA), Positive Behavior Support (PBS), and structured teaching approaches. Fluency in Turkish is mandatory; proficiency in English is considered a strong advantage given the diverse student population in Turkey Istanbul. The teacher must also hold a current first-aid and child-protection certification as required by Istanbul municipal education regulations.
4. Terms and Conditions of This Quotation Estimate4.1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all prices are subject to revision based on prevailing market conditions in Turkey Istanbul and applicable Turkish labor legislation.
4.2. Payment shall be made in Turkish Lira (TRY) via bank transfer to the account of Edu Special Services Ltd. A 30% advance payment is due upon acceptance of this Quotation Estimate; the remaining 70% shall be settled in equal monthly installments over the twelve-month service period.
4.3. The Special Education Teacher shall be subject to a 90-day probationary period. During this period, either party may terminate the engagement with fourteen (14) days' written notice without penalty.
4.4. All services rendered in Turkey Istanbul shall comply with the Turkish Labor Law (4857), the Law on the Protection of Persons with Disabilities (5378), and the regulations of the Istanbul Provincial Directorate of National Education.
4.5. Edu Special Services Ltd. reserves the right to substitute the assigned Special Education Teacher with a candidate of equal or superior qualifications, subject to prior written approval by the client.
4.6. Any changes to the scope of services outlined in this Quotation Estimate must be documented in a formal amendment signed by both parties before implementation.
4.7. This Quotation Estimate does not constitute a binding contract until countersigned by an authorized representative of the client and a formal service agreement is executed.
5. Acceptance and AuthorizationBy signing below, the client acknowledges receipt of this Quotation Estimate and confirms that the proposed engagement of a Special Education Teacher in Turkey Istanbul meets the operational and pedagogical requirements of the requesting institution. The terms, pricing, and conditions set forth herein are accepted in full.
