1. Scope of Work – Statistician Services in Sudan Khartoum

This Quotation Estimate is issued by Meridian Analytics & Data Consulting Ltd. in response to the formal request for a qualified Statistician to support the Ministry of Agriculture and Irrigation in conducting the 2025/2026 Agro-Statistical Survey across Khartoum State. The Statistician engaged under this arrangement will be based in Sudan Khartoum and will provide full-time on-site support for a period of twelve (12) months, commencing on 1 September 2025.

The role of the Statistician encompasses the design of sampling frameworks, the development of data collection instruments, the supervision of field enumerators deployed across the three cities of Khartoum, Omdurman, and Khartoum North, the application of advanced multivariate statistical techniques to crop-yield and irrigation-efficiency datasets, and the preparation of peer-reviewed analytical reports for submission to the Ministry's Directorate of Planning. All deliverables will be produced in both Arabic and English to ensure accessibility for all stakeholders operating within Sudan Khartoum.

3. Terms and Conditions of This Quotation Estimate

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period requires written reconfirmation from Meridian Analytics & Data Consulting Ltd.
Payment terms: 30% advance upon contract signature, 40% upon completion of the mid-term report (Month 6), and 30% upon delivery and acceptance of the final statistical report. All payments shall be made via bank transfer to the firm's account at Bank of Khartoum, Sudan Khartoum branch.
The Statistician assigned to this project shall hold a minimum of a Master's degree in Statistics, Biostatistics, or a closely related quantitative discipline, with no fewer than eight (8) years of post-graduate experience in agricultural or environmental statistical research.
All data collected, processed, and analysed under this engagement shall remain the exclusive property of the Ministry of Agriculture and Irrigation. The Statistician and Meridian Analytics & Data Consulting Ltd. shall sign a Non-Disclosure Agreement (NDA) prior to commencing fieldwork in Sudan Khartoum.
The Statistician is required to maintain a minimum of 90% physical presence in Sudan Khartoum throughout the contract period. Remote work is permissible for no more than two (2) consecutive days per month, subject to prior written approval by the Ministry's Project Coordinator.
Any change in scope, additional deliverables, or extension of the project timeline beyond the original twelve-month period shall be subject to a supplementary Quotation Estimate issued by Meridian Analytics & Data Consulting Ltd. and approved in writing by both parties.
This Quotation Estimate does not constitute a binding contract. A formal Service Agreement, incorporating all terms herein, must be executed by authorised representatives of both parties before any work commences.
Disputes arising from this engagement shall be resolved through amicable negotiation. Should negotiation fail, the matter shall be referred to arbitration under the rules of the Sudan Arbitration Centre, seated in Khartoum.
All rates quoted in this Quotation Estimate are exclusive of applicable Value Added Tax (VAT) or any other levies imposed by the Government of Sudan. The client shall be responsible for any such taxes at the prevailing rate.

4. Acceptance and Authorisation

By signing below, the client acknowledges receipt of this Quotation Estimate and confirms that the scope, cost, and terms outlined above are acceptable for the engagement of a Statistician to deliver the Agro-Statistical Survey 2025/2026 in Sudan Khartoum.
