The following services will be rendered by a qualified Statistician holding a Master's degree in Statistics or a related quantitative discipline, with a minimum of ten (10) years of professional experience in applied statistics, survey design, and data analytics within the East African region. The Statistician will be based in Tanzania Dar es Salaam and will operate primarily from the client's regional office while conducting field visits across the Dar es Salaam Region as required.

The Statistician and team shall deliver the following outputs within the stipulated three-month engagement period in Tanzania Dar es Salaam:

• A comprehensive survey design document including sampling frames, questionnaire instruments, and data collection protocols (Week 2).
• Interim data quality reports after each field collection cycle (Weeks 6, 10, and 14).
• A final statistical analysis report of no fewer than 80 pages, including descriptive statistics, inferential analyses, regression models, and geospatial visualizations (Week 16).
• An executive summary and stakeholder presentation deck tailored for the Dar es Salaam Regional Government and national-level decision-makers.
• Raw and cleaned datasets in SPSS, STATA, and CSV formats, along with full codebooks and data dictionaries.

Payment against this Quotation Estimate shall be made in three (3) installments via bank transfer to the account of Apex Statistical Consulting & Data Analytics Ltd. at CRDB Bank, Dar es Salaam Branch:

• 40% (TZS 45,736,800) – Upon signing of the service agreement and commencement of the project.
• 35% (TZS 40,019,700) – Upon submission and approval of the interim data quality reports.
• 25% (TZS 28,585,500) – Upon delivery and acceptance of the final statistical report and all associated deliverables.

Invoices shall be issued in Tanzanian Shillings. Late payments shall attract a penalty of 2% per month as per Tanzanian commercial law. All payments are subject to the client's internal procurement and approval processes in Tanzania Dar es Salaam.

• This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, prices may be revised to reflect changes in market conditions, exchange rates, or regulatory requirements in Tanzania.
• The Statistician engaged under this quotation shall adhere to the Tanzania National Bureau of Statistics code of conduct, data protection regulations under the Tanzania Data Protection Act No. 6 of 2022, and all applicable professional ethical standards.
