1. Purpose of This Quotation Estimate

This Quotation Estimate is issued by DataScope Analytics & Research Ltd. in response to the formal request for professional statistical consulting services. The scope of work centers on the engagement of a qualified Statistician to support the Ministry of Health, Uganda in the design, implementation, and analysis of the 2025 National Health Facility Survey. All services described herein will be delivered primarily in Uganda Kampala, with the Statistician based at our offices on Kampala Road and conducting field visits to district health offices as required by the project timeline.

2. Scope of Services – Statistician Engagement

The Statistician engaged under this Quotation Estimate will provide the following deliverables and professional services:

  • Survey Design & Sampling Strategy: The Statistician will develop a multi-stage stratified sampling framework for the health facility survey, ensuring statistical representativeness across all 135 districts of Uganda. This includes sample size calculations, confidence interval determinations, and power analysis for key health indicators.
  • Data Collection Instrument Development: Design of structured questionnaires, data entry templates, and validation rules in coordination with the Directorate of Health Statistics team in Uganda Kampala.
  • Statistical Analysis & Modelling: Conduct of descriptive and inferential statistical analyses, including logistic regression, survival analysis, and spatial epidemiological modelling using R, Stata, and ArcGIS. The Statistician will produce at least three peer-review-quality analytical reports.
  • Capacity Building & Training: A five-day workshop in Uganda Kampala for 25 Ministry staff members on advanced biostatistical methods, data quality assurance, and interpretation of complex survey outputs.
  • Reporting & Presentation: Preparation of a comprehensive final statistical report, executive summary, and a formal presentation to the Ministry's Technical Review Committee in Uganda Kampala.
  • Quality Assurance & Peer Review: Independent statistical audit of all datasets and analytical outputs prior to final submission.

4. Terms and Conditions of This Quotation Estimate
  • This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be revised to reflect changes in market conditions, exchange rates, or resource availability in Uganda Kampala.
  • Payment terms: 40% advance payment upon contract signing, 35% upon completion of the statistical analysis phase, and 25% upon final delivery and acceptance of all reports in Uganda Kampala.
  • All payments shall be made in Ugandan Shillings (UGX) via bank transfer to the account of DataScope Analytics & Research Ltd., Stanbic Bank, Kampala Branch.
  • The Statistician engaged under this contract shall adhere to the Uganda National Code of Research Ethics and the data protection provisions of the Uganda Data Protection and Privacy Act, 2019.
  • Any changes to the scope of work must be agreed upon in writing by both parties. Amendments to this Quotation Estimate will be issued as a formal addendum.
  • DataScope Analytics & Research Ltd. shall maintain full confidentiality of all data, findings, and proprietary information shared by the client throughout the engagement.
  • Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through mediation in Uganda Kampala in accordance with the laws of the Republic of Uganda.
  • The Statistician shall be available for a minimum of 40 hours per week during active project phases and shall provide weekly progress reports to the client's project coordinator.
5. Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Statistician and associated services in Uganda Kampala.
