1. Scope of Work – Telecommunication Engineer Services
This Quotation Estimate is issued by Sahel Telecom Solutions SARL to provide comprehensive professional services rendered by a certified Telecommunication Engineer for the design, deployment, and optimization of telecommunications infrastructure within the Abidjan metropolitan area, Ivory Coast. The scope encompasses all technical activities required to ensure full compliance with the regulatory framework established by the Autorité de Régulation des Télécommunications de Côte d'Ivoire (ARTCI) and the national telecommunications code of the Republic of Côte d'Ivoire.
The Telecommunication Engineer assigned to this project holds a Master's degree in Telecommunications Engineering from the Université Félix Houphouët-Boigny of Abidjan, possesses 12 years of progressive experience in network architecture, fiber-optic deployment, and 4G/5G radio access network planning, and is fully licensed to operate within the Ivory Coast Abidjan jurisdiction. All deliverables will be produced in accordance with ITU-T standards, 3GPP specifications, and local ARTCI technical directives.

3. Terms and Conditions
- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all pricing is subject to revision due to market fluctuations in the Ivory Coast Abidjan telecommunications equipment supply chain.
- Payment shall be made in West African CFA Francs (XOF) via bank transfer to the account of Sahel Telecom Solutions SARL at Ecobank Côte d'Ivoire, Abidjan branch. A 50% advance payment is required before mobilization of the Telecommunication Engineer and project team.
- All work shall be performed in strict compliance with the Telecommunications Code of Côte d'Ivoire (Law No. 2015-383 of 25 May 2015) and all applicable ARTCI technical regulations governing network deployment in the Abidjan region.
- The Telecommunication Engineer and all supporting personnel shall carry valid professional insurance and comply with all occupational health and safety standards applicable in Ivory Coast Abidjan.
- Intellectual property rights on all design documents, network plans, and engineering deliverables produced under this Quotation Estimate shall vest in the client upon full and final payment.
- Any change in scope beyond the items listed herein shall be subject to a supplementary Quotation Estimate issued by the contractor and approved in writing by the client prior to execution.
- Disputes arising from this engagement shall be resolved through amicable negotiation, failing which they shall be submitted to the competent courts of Abidjan, Ivory Coast.
- The contractor reserves the right to substitute the assigned Telecommunication Engineer with a qualified equivalent of equal or superior seniority, subject to prior written notification to the client.
