This Quotation Estimate is issued by Al Noor Telecommunications Solutions W.L.L. to provide the services of a qualified Telecommunication Engineer for the design, implementation, testing, and commissioning of telecommunications infrastructure at the Lusail City development project located in Qatar Doha. The Telecommunication Engineer shall be responsible for all aspects of the project including but not limited to fiber optic network design, structured cabling, wireless coverage planning, IP telephony integration, and compliance with Qatar Telecommunications (Qtel) and the Communications Regulatory Authority (CRA) of Qatar standards.
The Telecommunication Engineer engaged under this Quotation Estimate holds a Bachelor's degree in Telecommunications Engineering, possesses a minimum of ten (10) years of professional experience in large-scale telecom infrastructure projects in the Middle East region, and is certified in CCNP Service Provider, BICSI Registered Communications Distribution Designer (RCDD), and holds a valid Qatar Professional Card. The engineer shall be physically present at the project site in Qatar Doha for the duration of the engagement as specified below.

- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period is subject to re-evaluation of rates.
- The Telecommunication Engineer shall comply with all labor laws, safety regulations, and professional standards applicable in the State of Qatar, including those enforced by the Ministry of Labour and the Ministry of Communications and Information Technology.
- All work performed by the Telecommunication Engineer in Qatar Doha shall adhere to ITU-T, ETSI, and local CRA Qatar technical specifications.
- The client shall provide the Telecommunication Engineer with safe access to all project sites, necessary permits, and coordination with other contractors operating at the Lusail City location.
- Any additional scope of work beyond what is described in this Quotation Estimate shall be subject to a separate written amendment and additional cost approval.
- The Telecommunication Engineer shall maintain professional liability insurance with a minimum coverage of QAR 5,000,000 for the duration of the project.
- Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration in Doha, Qatar, in accordance with the Qatar Arbitration Law.
- All intellectual property, design documents, and as-built drawings produced by the Telecommunication Engineer shall become the property of the client upon full payment.
- This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties.
