2. Purpose and Scope of Work

This Quotation Estimate is issued by EastLink Telecommunications Solutions Ltd. in response to the formal request for professional services from the Kampala Metropolitan Development Authority. The scope of work pertains to the deployment, configuration, and commissioning of a comprehensive fibre-optic and wireless telecommunication network infrastructure across selected municipal zones in Uganda Kampala.

The engagement requires the assignment of a senior Telecommunication Engineer with a minimum of ten (10) years of proven experience in network design, RF planning, fibre splicing, and telecommunications infrastructure management. The Telecommunication Engineer shall be responsible for the end-to-end delivery of the project, including site surveys, network architecture design, equipment procurement oversight, installation supervision, system testing, and final handover documentation. All work shall be conducted in strict compliance with the Uganda Communications Commission (UCC) regulations and the National Telecommunications Infrastructure Standards applicable in Uganda Kampala.

4. Payment Terms

Payment for this Quotation Estimate shall be structured as follows:

30% Advance Payment: UGX 199,416,165 – due upon signing of the service agreement and issuance of a Purchase Order by KMDA.
40% Milestone Payment: UGX 265,888,220 – due upon completion of fibre laying, base station installation, and core network deployment (verified by the assigned Telecommunication Engineer).
25% Completion Payment: UGX 166,180,138 – due upon successful system testing, UCC certification, and formal handover in Uganda Kampala.
5% Retention: UGX 33,236,028 – released 90 days after handover, subject to satisfactory performance during the warranty period.

All payments shall be made via bank transfer to EastLink Telecommunications Solutions Ltd., Stanbic Bank Uganda, Account No. 0102-3456-7890, Branch: Kampala Road, Uganda Kampala. Payment is due within fourteen (14) calendar days of invoice issuance.

5. Terms and Conditions

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision due to currency fluctuation or changes in material costs in the Uganda Kampala market.
The assigned Telecommunication Engineer shall be a qualified professional holding a BSc in Electrical/Electronic Engineering or Telecommunications, with UCC-recognized professional certification. The client reserves the right to request a CV prior to contract execution.
All equipment supplied shall carry a minimum of a two (2) year manufacturer's warranty. The Telecommunication Engineer shall provide a twelve (12) month post-commissioning support and maintenance window at no additional cost.
Any variation in scope exceeding 10% of the total contract value shall require a formal amendment to this Quotation Estimate, signed by both parties.
EastLink Telecommunications Solutions Ltd. shall maintain comprehensive professional indemnity and public liability insurance throughout the project duration in Uganda Kampala.
Disputes arising from this engagement shall be resolved through arbitration under the Uganda Arbitration Act, with the seat of arbitration in Kampala, Uganda.
This document constitutes a commercial proposal and does not form a binding contract until a formal Service Agreement is executed by both parties.

6. Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, scope, and pricing outlined herein for the engagement of a Telecommunication Engineer and associated infrastructure services in Uganda Kampala.
