This Undergraduate Thesis employed a qualitative research approach, involving interviews with librarians from three major institutions in Dar es Salaam: the University of Dar es Salaam (UDSM), the Tanzania Commission for Science and Technology (COSTECH), and public libraries under the National Library of Tanzania. Surveys were distributed to 50 librarians, while secondary data was collected from academic journals, policy documents, and reports by local NGOs. The findings were analyzed thematically to identify recurring challenges and opportunities for improvement.

1. Resource Limitations: Many libraries in Dar es Salaam reported insufficient funding for updating collections or acquiring digital tools. Over 70% of surveyed librarians stated that their institutions lacked reliable internet access, limiting their ability to provide up-to-date resources.

2. Technological Gaps: While some universities have initiated digitization projects, the majority of public libraries still rely on outdated systems. Librarians expressed frustration over the lack of training in modern technologies such as cloud computing and data management.

3. Community Engagement: Despite challenges, librarians in Dar es Salaam actively engage with communities through literacy programs, workshops, and outreach initiatives. These efforts highlight their role as educators and mediators between information sources and users.

However, without adequate support, their potential to drive educational and societal progress remains constrained.
