CHP Coordinate Map Link in Chrome with OffiDocs

DESCRIPTION
Changes the coordinates on the CHP page to a clickable link.
The link will pop open a map with a pin showing the location of the incident with a small description.
If the popup is left open the map will add subsequent pins to the same map (although if you switch communication centers it seems to go away).
