Runs in background and keeps by host, minutely and daily rollup average response times in extension local storage for all calls in all tabs.
This extension is meant to be used in an enterprise environment where IT can deploy and configure it on managed devices. Part of the extension setup is configuring a URL that points to an IT controlled server to persist the rollup data using periodic HTTP POSTs of the JSON payloads collected in extension local storage. You can configure by using either the Google Admin Console (for managed accounts), the Group Policy Management Editor (for Windows), or other solutions like InTune, etc.

To setup publishing of the data to your datastore, configure a policy that configures the following Managed settings on each device/workstation:
settings_publish_url
settings_tenant_id
settings_client_id
Windows example would be to put the above settings as REG_SZ keys under:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Google\Chrome\3rdparty\ extensions \lmmahafalaedbemifckcmhdbpdplbnil\policy
