"War is a racket" was an expose of the criminal corporations, some of them advocated a fascist nation to replace American democracy and they wanted General Butler to lead 500,000 mercenaries and force Franklin Delano Roosevelt under house arrest. General Butler exposed the plot, but the ring-leaders were never brought before the House of Resenatives of the Senate and while the plot was acknowledged, General Butler was passed over to be Commandant of the United States Marine Corps and he retired in 1931.
