Coincide el aniversario de los Convenios de Ginebra con un creciente auge de la ayuda humanitaria motivada por conflictos y catástrofes naturales, con el debate sobre el llamado derecho de injerencia por razones humanitarias, y con los primeros pasos para la puesta en marcha de un Tribunal Penal Internacional Permanente, que permita juzgar y castigar las violaciones a las diversas normas del derecho internacional y los derechos humanos, por lo que parece pertinente reflexionar sobre estos temas y, sobre todo, sobre lo que debiera ser lo más importante y a veces se olvida: los derechos de las víctimas a recibir asistencia humanitaria.
