El papel de la cooperación al desarrollo y la acción humanitaria en la política exterior nacional ha experimentado cambios importantes en la última década. En el caso de España, una política activa de cooperación ha permitido ampliar y fortalecer los vínculos del país con los colegas europeos y, de manera diferente, con los países de América Latina y la región mediterránea. Las contribuciones a este crecimiento han venido tanto de la transformación de la administración pública en España como de la sensibilización y participación de la sociedad a través de las ONG. En un estado descentralizado como España, las comunidades autónomas y muchas autoridades locales han encontrado en la cooperación al desarrollo un vehículo que les da presencia en el exterior. Al mismo tiempo, la participación de las Fuerzas Armadas españolas en numerosas misiones de paz ha contribuido a la legitimación de su papel y la mejora de su imagen social, además de dar a España una mayor presencia en los foros internacionales.

The role of development co\u2010operation and humanitarian action in national foreign policy has undergone important changes in the last decade. In the case of Spain, an active policy of co\u2010operation has permitted the widening and strengthening of the country's links with European colleagues and, in a different manner, with Latin American countries and the Mediterranean region. Contributions to this growth have come both from the transformation of public administration in Spain and increasing awareness and participation on the part of society through NGOs. In a decentralized state such as Spain, the autonomous regions and many local authorities have found in development co\u2010operation a vehicle that gives them a presence abroad. At the same time, the participation of Spain's armed forces in numerous peace missions has contributed to the legitimation of their role and improvements in their social image, as well as giving Spain a greater presence in international fora.
