September 5, 1966 article about people in the "State Department bureaucracy," including Zbigniew Brzezinski, and his boss the policy planning chief, Henry Owen, expressing "concern" and disparaging President Johnson and the sources of his Aug 27 1966 speech that "took them by surprise." The articles says the President's speech was "flexible" and contrasted their fears and their "the long, futile" efforts because Johnson's speech made appeals for new agreements with Russia.
