Dr. Brzezinski Says Prolonged Unity

With Divergence Is Preferable



Hackensack -- Prolonged, formal Sino-Soviet unity,
with some degree of divergence, is distinctly preferable to an open rupture
from a Western point of view, Dr. Zbigniew K. Brzezinski said yesterday at the
Johnson Public Library.



MISCONCEPTION NOTED



Dr. Brzezinski, professor of public law and government at
Columbia University in New York, is an expert on Soviet-Chinese relations. His
talk was entitled "Unity and Diversity of the Sino-Russian Bloc
"





He said a China capable of unilateral action could be very
dangerous. Brzezinski, who lives in Tenafly, said the most advantageous
situation from the Western standpoint is one which involves a gradual
adjustment
of the common Marxist-Leninist ideology to the divergent prospective of its
various subscribers
.



"Talk of a Sino-Soviet conflict illustrates a profound
misconception of the essence of the historical phenomenon of communism,"
Brzezinski said.



CITES NATIONALISM



The professor said communism, while affected by traditional
national considerations, has from its beginning reflected a conscious emphasis
on extreme nationalistic perspectives.



He said the December conference of 81 Communist parties in
Moscow highlighted a process of transformation of the Soviet bloc into a
Communist one.



For the first time in 35 years, the general strategy of
Communist parties was no longer set purely in Soviet terms of what would most
benefit the interests of Russia, he said.



"The Moscow conference may be the end of Khrushchev's
search for a new relationship with the bloc," Brzezinski said. "By
appearing less autocratic and more flexible, the Communist camp can now support
more effectively the pseudo-Marxist regimes in Cuba and Guinea."



The West can strive to create favorable conditions for
the further growth of the diversity which has developed within the Communist
camp, Brzezinski said
.
