On April 8, 2002, main high way that was connecting Tamil Eelam and Sri Lanka opened. Previous several years, it was closed for regular traffic due to war. It was opened after a Norwegian facilitated ceasefire agreement signed between these two countries. That time, even though many other part of Tamil Eelam was free, Jaffna was still occupied by the Sri Lankan forces.

After the main highway (A9) was opened, around 15 Tamil Tigers visited Jaffna and they were greeted by thousands of Tamils lived under Sri Lankan military occupation. They showed joy in seeing the Tamil Tigers after several years. The photos showed the meeting of Tamil Eelam and Sri Lankan armed forces.

The ceasefire lasted several years and in 2004 Tamil Tigers proposed a federal based interim solution called ISGA, but Sri Lankan government didn't respond to that proposal. Norway also failed to get response. Tsunami strike in 2004 December and Tamil Eelam government managed the Tsunami damages much better than any other countries as USA also appreciated it. Then a rehabilitation proposal called P-TOM was proposed and agreed but Sri Lankan government rejected that as well. USA, Japan and Norway was involved in the peace talks. Instead of pushing Sri Lanka, India pushed to destroy the ethical country Tamil Eelam. Sri Lanka's genocide against Tamils was well documented even at UN. A hybrid court mandated by UN to try Sri Lankan military war criminals still pending.
