This is what appears to be a prototype of the network patch for Sonic R. Both the prototype (sonicr.exe) and the self-extracting installer it was stored in (SR_NET.EXE) are included.
It has a few debugging features, such as printing 'hr_temp=DP_OK' at the top-left of the screen and producing a 'sonicr.log' file in the install directory. It's also missing the text on the main menu screen. Otherwise it plays about the same, but more investigation still needs to be done.
This was found on a copy of Sonic R bundled with the Sonic 3D Blast/Sonic R Twin Pack published by Activision Value. The file was located under the 'NETWORK' directory on the root of the CD. It had a last-modified date of 1999-08-19 9:20. The file inside has a last-modified date of 1999-02-09 15:23.
